Galaxy Police Detective First Class Mihoshi makes her first appearance in episode 4, watching TV on her patrol shuttle. After being ordered by her commander to watch out for the infamous criminal Kagato (misinterpreted by her as capture Kagato), she winds up crashing on Earth and getting rescued by Tenchi.
Mihoshi has the amazing ability to alter probability. She succeeds against
all odds, has extraordinary luck, and manages to get into places she has
no business accessing. Contrary to popular belief, Mihoshi is one of the
most gifted and talented (due to her power) detectives in the Galaxy Police.
She has been instrumental in capturing dozens of the most foul scum to roam
the galaxy. Unfortunately, she has a bad habit of causing massive collateral
damage in the course of the chase. This has caused more than one headache
for her superiors, especially since
Mihoshi is the granddaughter
of the GP Commissioner. (She is also unimaginably observant and thorough
in her reports, the source of some embarrassment and concern to the royal
house of Jurai.)
It is for the above reasons that Mihoshi finds herself patrolling the secluded Solar System Sanctuary Zone...to keep her quietly occupied (thus enabling the GP to climb out of the red) and to keep her out of harm's way. When Kagato shows up, however, there is no way they can keep this officer from fulfilling her duties!
Unfortunately for everyone around Mihoshi, she almost seems to radiate bad luck. Unpleasant things tend to befall those around or near her, while she escapes unscathed. Her ex-partner, Kiyone, suffers the brunt of this side-effect of Mihoshi's ability. Her skills and chaotic powers tend to win the day in the end, luckily. (To find out more about Kiyone, go here.)
Mihoshi's name, in Japanese, means "beautiful star." The title of Episode 4 ("Mihoshi Falls to the Land of Stars") is a play not only on her name, but on an actual Japanese Town, Bisei Town, in Okayama Prefecture. When written in Japanese, it looks exactly like Mihoshi. Bisei is known for...you guessed it, stars; or in this case, celebrities. It has become something of a mecca for Mihoshi fans now, since one can find for sale such things as "Mihoshi" milk and "Mihoshi" ice cream.

TV Series Info...Vitals: same as OVA

Unlike the OVA, Mihoshi is one of the first characters introduced in the TV series. She is essentially the same, with two major differences: her probability altering capability isn't nearly as strong, and she becomes completely inept around her partner, Kiyone.
Despite this, she remains a skilled GP detective. She singlehandedly shoots down and apprehends Ryoko (albeit Ryoko was drunk at the time) and is an expert shot with her laser pistol. Unfortunately, she loses her own ship in her pursuit of Ryoko, and Tenchi's grandfather demolishes her battlesuit.
In the TV series, Mihoshi has the benefit (?) of having her partner present. She truly loves Kiyone, and would do anything for her. As noted above, though, she becomes a moron (blinded by admiration?) whenever Kiyone is around. As such, she's constantly making a complete mess of things and is considered a total ditz because of it.
She's also something of a slacker, preferring to nap, snack, or watch her favorite TV show, Moldiver, instead of working. She doesn't particularly like Earth, but seems to make do. Personally, I think it's because she lives for the GP, and is bored by everything else.
Whatever the series, Mihoshi is beautiful, kind, loyal, brave, and dedicated. She may not be the most intelligent character, and tends to be something of a bawler, but she always manages to keep her wits about her
Mihoshi is not human, incidently. Close examination reveals slightly elongated canines (or fangs) and narrow, tapered, elven ears. Other than that, however, she appears human, and is certainly attracted to them. (Some people even go as far as to put forth the theory that Mihoshi is a goddess, like Washu, and similarly has lost her memory. Or maybe she hasn't, and the bimbo act is just that. I simply say wait and see if the third series reveals more...)
