Kiyone is Mihoshi's partner in the Galaxy Police. In the OVA, she only appears in one episode, where Mihoshi recalls how she and Kiyone managed to save the universe from a mad scientist. Unfortunately, Kiyone was lost in action...according to Mihoshi. In fact, the episode hints that Kiyone somehow survived, and is more than a little pissed with her partner.
Kiyone is much more fleshed out in the TV series. Finally enjoying a respite from Mihoshi (whom she believes dead,) Kiyone is relaxing aboard the pair's mothership, Yagami, when she receives news that Mihoshi might still be alive. Ordered to search for her, Kiyone travels to Earth only to find Mihoshi alive, well, and very happy to see her. Things go from bad to worse when the GP assigns the team to permanently cover the Solar System.
Why all the anger with Mihoshi? Kiyone is very ambitious, and was on the fast track to success when the brass paired her with Mihoshi. Soon after, everything that could go wrong, did, and while they enjoyed some success, something always happened that negated any chance of promotion.
Kiyone is very intelligent, clever, skilled, competent, and beautiful. She also suffers from bad luck, not all of it caused by Mihoshi. Kiyone has a real love/hate relationship with her partner. While she rarely admits it, even to herself, the two detectives work quite well together. Eventually, her big break will come. In the meantime, she makes do on Earth, trying to keep herself and Mihoshi employed and out of debt, and dreaming of the chance to finally rid herself of Mihoshi.
