1. Public Participation:
# Handout

Use Forum to be held at County Commission Chambers tonight.
# CTF
to make Network presentation to ETZ Planning and Zoning Board tomorrow night in
Commission Chambers. CTF is continuing
our reports to legislative bodies.
Parks and Rec Board meets 4th Tuesday in January at 7:00
PM. City Council Workshop is January 12th
at 1:00 PM, a slot on the agenda still to be confirmed. DAC P&Z on January 8th at
9:00 AM. A letter has been sent to
Commissioner Paul Curry to request time at an upcoming County session.
# Saturday,
December 20 will be the dedication of Sam Graft Park in Sonoma Ranch Estates.
# BLM announces an Open House Public Meeting, re: sale of 40
acres in Section 3 in latter part of January.
The competitive sale bid opening will be in June. Five acres have been set aside in a patent
for arroyo protection with public access.
# CTF
and League of Women Voters is presenting a Public Forum with Patrick Lyons, NM
State Land Commissioner as featured speaker on Wednesday, February 25th
at Good Sam, 7:00 PM.
# A
proposed land exchange with BLM and the State Land Office involves land on our
East Mesa and land in the Albuquerque area.
Sandy and Marnie will request a public hearing here in Las Cruces.
# There
is a preliminary approval by EPA for continuation of the grant award to fund
the Rio Grande Trail path.

3. Review of Consensus Items:
A. Goals
List: CTF recommends Vision Brochure
go forward with the goals, funding and accommodating growth issues.
B. Projects:
1. Vision
Brochure: Looking at a mock up for evaluation at January meeting.
2. Land
Trust: Subgroup will have a meeting with NM Land Trust Collaborative
Representative Claire Swanger on January 9th. Pro’s and con’s to be presented to full
Network in the future.
3. MPO
Trail Plan: (see #5 below).
4. Research Itinerary: Nancy Stotz and Helen Zagona will travel
to Albuquerque and to Tucson for the purpose of:
# Collection of models for potential arroyo “management
plans” to include sample ordinances, design standards, etc.
# Research the relationships between local open space
management entities and land trusts.
5. Summary of the Implementation Group Meeting: (See handout)
Andy Hume and Marnie Leverett will be available by email (ahume at
las-cruces.org and marniej at zianet.com) for suggestions and
questions regarding the Arroyo Project .
A suggestion was made to contact the Army Corps of Engineers regarding
the status of their dam projects. It
was the ultimate hope of the Implementation Subgroup that the City, County and
ETZ will recognize the importance of arroyo preservation and adopt standards
for future growth.
