Iran: A War Is Coming

The United States is planning what will be a catastrophic attack on Iran. For the Bush cabal, the attack will be a way of "buying time" for its disaster in Iraq. In announcing what he called a "surge" of American troops in Iraq, George W. Bush identified Iran as his real target. "We will interrupt the flow of support [to the insurgency in Iraq] from Iran and Syria," he said. "And we will seek out and destroy the networks providing advanced weaponry and training to our enemies in Iraq."
"Networks" means Iran. "There is solid evidence," said a State Department spokesman on 24 January, "that Iranian agents are involved in these networks and that they are working with individuals and groups in Iraq and are being sent there by the Iranian government." Like Bush's and Blair's claim that they had irrefutable evidence that Saddam Hussein was deploying weapons of mass destruction, the "evidence" lacks all credibility. Iran has a natural affinity with the Shi'ite majority of Iraq, and has been implacably opposed to al-Qaeda, condemning the 9/11 attacks and supporting the United States in Afghanistan. Syria has done the same. Investigations by the New York Times, the Los Angeles Times and others, including British military officials, have concluded that Iran is not engaged in the cross-border supply of weapons. General Peter Pace, chairman of the US Joint Chiefs of Staff, has said no such evidence exists.
As the American disaster in Iraq deepens and domestic and foreign opposition grows, "neocon" fanatics such as Vice President Cheney believe their opportunity to control Iran's oil will pass unless they act no later than the spring. For public consumption, there are potent myths. In concert with Israel and Washington's Zionist and fundamentalist Christian lobbies, the Bushites say their "strategy" is to end Iran's nuclear threat. In fact, Iran possesses not a single nuclear weapon nor has it ever threatened to build one; the CIA estimates that, even given the political will, Iran is incapable of building a nuclear weapon before 2017, at the earliest.
Unlike Israel and the United States, Iran has abided by the rules of the Nuclear Non-Proliferation Treaty, of which it was an original signatory and has allowed routine inspections under its legal obligations – until gratuitous, punitive measures were added in 2003, at the behest of Washington. No report by the International Atomic Energy Agency has ever cited Iran for diverting its civilian nuclear program to military use. The IAEA has said that for most of the past three years its inspectors have been able to "go anywhere and see anything." They inspected the nuclear installations at Isfahan and Natanz on 10 and 12 January and will return on 2 to 6 February. The head of the IAEA, Mohamed El-Baradei, says that an attack on Iran will have "catastrophic consequences" and only encourage the regime to become a nuclear power.Unlike its two nemeses, the US and Israel, Iran has attacked no other countries. It last went to war in 1980 when invaded by Saddam Hussein, who was backed and equipped by the US, which supplied chemical and biological weapons produced at a factory in Maryland. Unlike Israel, the world's fifth military power with thermonuclear weapons aimed at Middle East targets, an unmatched record of defying UN resolutions and the enforcer of the world's longest illegal occupation, Iran has a history of obeying international law and occupies no territory other than its own.
The "threat" from Iran is entirely manufactured, aided and abetted by familiar, compliant media language that refers to Iran's "nuclear ambitions," just as the vocabulary of Saddam's non-existent WMD arsenal became common usage. Accompanying this is a demonizing that has become standard practice. As Edward Herman has pointed out, President Mahmoud Ahmadinejad, "has done yeoman service in facilitating this"; yet a close examination of his notorious remark about Israel in October 2005 reveals its distortion. According to Juan Cole, American professor of Modern Middle East History, and other Farsi language analysts, Ahmadinejad did not call for Israel to be "wiped off the map." He said, "The regime occupying Jerusalem must vanish from the page of time." This, says Cole, "does not imply military action or killing anyone at all." Ahmadinejad compared the demise of the Jerusalem regime to the dissolution of the Soviet Union. The Iranian regime is repressive, but its power is diffuse and exercised by the mullahs, with whom Ahmadinejad is often at odds. An attack would surely unite them.
The one piece of "solid evidence" is the threat posed by the United States. An American naval buildup in the eastern Mediterranean has begun. This is almost certainly part of what the Pentagon calls CONPLAN 8022, which is the aerial bombing of Iran. In 2004, National Security Presidential Directive 35, entitled Nuclear Weapons Deployment Authorization, was issued. It is classified, of course, but the presumption has long been that NSPD 35 authorized the stockpiling and deployment of "tactical" nuclear weapons in the Middle East. This does not mean Bush will use them against Iran, but for the first time since the most dangerous years of the cold war, the use of what were then called "limited" nuclear weapons is being openly discussed in Washington. What they are debating is the prospect of other Hiroshimas and of radioactive fallout across the Middle East and Central Asia. Seymour Hersh disclosed in the New Yorker last year that American bombers "have been flying simulated nuclear weapons delivery missions...since last summer."
The well-informed Arab Times in Kuwait says Bush will attack Iran before the end of April. One of Russia's most senior military strategists, General Leonid Ivashov says the US will use nuclear munitions delivered by Cruise missiles launched in the Mediterranean. "The war in Iraq," he wrote on 24 January, "was just one element in a series of steps in the process of regional destabilization. It was only a phase in getting closer to dealing with Iran and other countries. [When the attack on Iran begins] Israel is sure to come under Iranian missile strikes. Posing as victims, the Israelis will suffer some tolerable damage and then an outraged US will destabilize Iran finally, making it look like a noble mission of retribution . . . Public opinion is already under pressure. There will be a growing anti-Iranian hysteria, leaks, disinformation etcetera . . . It remains unclear whether the US Congress is going to authorize the war."
Asked about a US Senate resolution disapproving of the "surge" of US troops to Iraq, Vice President Cheney said, "It won't stop us." Last November, a majority of the American electorate voted for the Democratic Party to control Congress and stop the war in Iraq. Apart from insipid speeches of "disapproval," this has not happened and is unlikely to happen. Influential Democrats, such as the new leader of the House of Representatives, Nancy Pelosi, and would-be presidential candidates Hillary Clinton and John Edwards have disported themselves before the Israeli lobby. Edwards is regarded in his party as a "liberal." He was one of a high-level American contingent at a recent Israeli conference in Herzilya, where he spoke about "an unprecedented threat to the world and Israel (sic). At the top of these threats is Iran.... All options are on the table to ensure that Iran will never get a nuclear weapon." Hillary Clinton has said, "US policy must be unequivocal.... We have to keep all options on the table." Pelosi and Howard Dean, another liberal, have distinguished themselves by attacking former President Jimmy Carter, who oversaw the Camp David agreement between Israel and Egypt and has had the gall to write a truthful book accusing Israel of becoming an "apartheid state." Pelosi said, "Carter does not speak for the Democratic Party." She is right, alas.
In Britain, Downing Street has been presented with a document entitled "Answering the Charges" by Professor Abbas Edalal of Imperial College, London, on behalf of others seeking to expose the disinformation on Iran. Blair remains silent. Apart from the usual honorable exceptions, Parliament remains shamefully silent.
Can this really be happening again, less than four years after the invasion of Iraq which has left some 650,000 people dead? I wrote virtually this same article early in 2003; for Iran now read Iraq then. And is it not remarkable that North Korea has not been attacked? North Korea has nuclear weapons. That is the message, loud and clear, for the Iranians.
In numerous surveys, such as that conducted this month by BBC World Service, "we," the majority of humanity, have made clear our revulsion for Bush and his vassals. As for Blair, the man is now politically and morally naked for all to see. So who speaks out, apart from Professor Edalal and his colleagues? Privileged journalists, scholars and artists, writers and thespians who sometimes speak about "freedom of speech" are as silent as a dark West End theater. What are they waiting for? The declaration of another thousand year Reich, or a mushroom cloud in the Middle East, or both?

Credible research shows that up to 10,000 civilians were killed in the attack on Iraq, together with perhaps 30,000 Iraqi soldiers, many of them teenage conscripts. A slaughter. These people were killed by weapons designed to reduce human beings to charcoal or to shred them. The British Army littered urban areas with cluster bombs, while the Americans did the same and in greater quantity, adding uranium-coated munitions, whose radiation poison is ingested with the desert dust.
In my experience, the unseen deaths are far more numerous. Today, malnourished children are dying from thirst and gastroenteritis because the world's biggest military machine, including the British, fails to restore power and clean running water as its most basic obligations require.
This carnage, wrought in an unprovoked illegal assault on a sovereign country, is a crime by any measure of international law: be it the United Nations Charter or the Geneva conventions. The "supreme international crime," the Nuremberg judges decided, was that of unprovoked aggression, because it contains "the accumulated evil" of all war crimes.
Blair has committed this crime. He shares responsibility for causing violent death and suffering on a vast scale, which the web of deceit spun by his courtiers has failed to justify. His co-conspirators in Washington care nothing about this; only their ascendant power matters. In their concentration camps, at Guantanamo Bay, Bagram in Afghanistan and Baghdad airport, there are no human rights, no recognisable rule of law, no justice. In this Kafkaesque world, people "disappear" while others, charged with nothing, plead for their lives. In the meantime, on the streets of conquered Baghdad, an elite US unit acts as a death squad, shooting people as they drive by.
In Washington the other day, I asked John Bolton, Under-Secretary for International Security at the State Department, the most outspoken of the "neo-conservatives" around President Bush, about civilian deaths in Iraq. I referred to the study that estimated up to 10,000 casualties. He replied: "Well, I think it's quite low if you look at the size of the military operation that was undertaken."
Quite low at 10,000. Puzzled that he should be subjected to such a line of questioning, he said with a laugh: "You must be a member of the Communist Party."
Norman Mailer recently broke the great silence about the true direction of Bush's America when he wondered if his country had entered a "pre-fascist atmosphere." In Washington, I put this to Ray McGovern, a former senior CIA officer, distinguished as a Soviet specialist and cold warrior, a man who counts himself a personal friend of George Bush, the president's father, who said: "I hope [Mailer] is right, because there are others who are saying we are already in a fascist mode... when you see how this war [on terror] is being conducted."
Blair has made himself part of this. He is the fig leaf for what Vice-President Cheney has speculated might be a war lasting "50 years or more," including an attack on North Korea, which has nuclear weapons. The Koreans, Blair told Parliament, might be "next." Watching him accept 18 choreographed standing ovations in Congress, flushed and eager and grateful, was like watching a Stalinist puppet summoned to Moscow. Britain is not yet Bush's America. Fear and loyalty oaths are not the currency here. Two million people filled the streets of London in February, the greatest show of dissent in this country, the British at their best. A critical public intelligence, long denied in much of the media, understands what Blair and his court have done and where the trail of blood leads: that he has handed al-Qa'ida and other jihadi groups a gift in a devastated and humiliated Iraq and, in so doing, has endangered us all.
Why, then, should we accept merely a Hutton inquiry? David Kelly's tragedy deserved public investigation; but so does the epic, unneccessary. tragedy of the thousands of Iraqis whose lives Blair helped to end or scar.
This is not just rhetoric. Robert Jackson, the US prosecutor at Nuremberg in 1946, said: "If certain acts of violation of treaties are crimes, they are crimes whether the United States does them or whether Germany does them, and we are not prepared to lay down a rule of criminal conduct against others which we would not be willing to have invoked against us..."
It is time the issue of "our" criminality entered the public arena – before a media-endowed respectability is allowed to settle over the occupation in Iraq. "There never was a time," said Blair in his obsequious speech to Congress, "when the power of America was so necessary or so misunderstood or when, except in the most general sense, a study of history provides so little instruction for our present day."
Greater demagogues than Blair have said the same about history; Richard Nixon was one of them. In Washington during the Watergate scandal, the unsayable about Nixon was that he was a criminal. Then, as each lie was revealed, as each courtier was exposed and each fall guy fell, the unsayable was finally said, and he went. That took almost two years. Can we, and a peace-loving world, afford to wait that long?

"There never has been a time," said Blair in his address to the US Congress last year, "when the power of America was so necessary or so misunderstood or when, except in the most general sense, a study of history provides so little instruction for our present day." His fatuous dismissal of history was his way of warning us off the study of imperialism. He wants us to forget and to fail to recognize historically the "national security state" that he and Bush are erecting as a "necessary" alternative to democracy. The father of fascism, Benito Mussolini, understood this. "Modern fascism," he said, "should be properly called corporatism, since it is the merger of state, military and corporate power."Bush, Blair and the normalizers now speak, almost with relish, of opening mass graves in Iraq. What they do not want you to know is that the largest mass graves are the result of a popular uprising that followed the 1991 Gulf war, in direct response to a call by President George Bush Sr. to "take matters into your own hands and force Saddam to step aside." So successful were the rebels initially that within days Saddam's rule had collapsed across the south. A new start for the people of Iraq seemed close at hand.
Then Washington, the tyrant's old paramour who had supplied him with $5bn worth of conventional arms, chemical and biological weapons and industrial technology, intervened just in time. The rebels suddenly found themselves confronted with the United States helping Saddam against them. US forces prevented them from reaching Iraqi arms depots. They denied them shelter, and gave Saddam's Republican Guard safe passage through US lines in order to attack the rebels. US helicopters circled overhead, observing, taking photographs, while Saddam's forces crushed the uprising. In the north, the same happened to the Kurdish insurrection. "The Americans did everything for Saddam," said the writer on the Middle East Said Aburish, "except join the fight on his side." Bush Sr. did not want a divided Iraq, certainly not a democratic Iraq. The New York Times commentator Thomas Friedman, a guard dog of US foreign policy, was more to the point. What Washington wanted was a successful coup by an "iron-fisted junta": Saddam without Saddam.
Nothing has changed. As Milan Rai documents in his new book, Regime Unchanged, the most senior and ruthless elements of Saddam's security network, the Mukha-barat, are now in the pay of the US and Britain, helping them to combat the resistance and recruit those who will run a puppet regime behind a facade. A CIA-run and -paid Gestapo of 10,000 will operate much as they did under Saddam. "What is happening in Iraq," writes Rai, "is re-Nazification... just as in Germany after the war."
Blair knows this and says nothing. Consider his unctuous words to British troops in Basra the other day about curtailing the spread of weapons of mass destruction. Like so many of his deceptions, this covers the fact that his government has increased the export of weapons and military equipment to some of the most oppressive regimes on earth, such as Saudi Arabia, Indonesia and Nepal. To oil-rich Saudi Arabia, home of most of the 11 September hijackers and friend of the Taliban, where women are tormented and people are executed for apostasy, go major British weapons systems, along with leg irons, gang chains, shock belts and shackles. To Indonesia, whose unreconstructed, blood-soaked military is trying to crush the independence movement in Aceh, go British "riot control" vehicles and Hawk fighter-bombers.
Bush and Blair have been crowing about Libya's capitulation on weapons of mass destruction it almost certainly did not have. This is the result, as Scott Ritter has written, of "coerced concessions given more as a means of buying time than through any spirit of true cooperation" – as Bush and Blair have undermined the very international law upon which real disarmament is based. On 8 December, the UN General Assembly voted on a range of resolutions on disarmament. The United States opposed all the most important ones, including those dealing with nuclear weapons. The Bush administration has contingency plans, spelt out in the Pentagon's 2002 Nuclear Posture Review, to use nuclear weapons against North Korea, Syria, Iran and China. Following suit, the UK Defense Secretary, Geoffrey Hoon, announced that for the first time, Britain would attack non-nuclear states with nuclear weapons "if necessary."
This is as it was 50 years ago when, according to declassified files, the British government collaborated with American plans to wage "preventive" atomic war against the Soviet Union. No public discussion was permitted; the unthinkable was normalized. Today, history is our warning that, once again, the true threat is close to home.

Leaked Letter Reveals GOP Strategy: Talk About Anything But Escalation
So this explains a lot. Senate Majority Leader Steny Hoyer's office has obtained a letter that GOP Reps. John Shadegg and Peter Hoekstra sent out to House GOP colleagues about escalation. The letter gives GOP members pointers on how they should approach the battle over it on the House floor this week.
Hoyer's office has now posted the letter on his Web site, and it lays bare the GOP's strategy for dealing with debate over the House's anti-escalation resolution and reveals just how worried party leaders are about having a genuine discussion about the "surge." The letter says:
We are writing to urge you not to debate the Democratic Iraq resolution on their terms, but rather on ours.
Democrats want to force us to focus on defending the surge, making the case that it will work and explaining why the President's new Iraq policy is different from prior efforts and therefore justified.
We urge you to instead broaden the debate to the threat posed to Americans, the world, and all "unbelievers" by radical Islamists. We would further urge you to join us in educating the American people about the views of radical Islamists and the consequences of not defeating radical Islam in Iraq.
The debate should not be about the surge or its details. This debate should not even be about the Iraq war to date, mistakes that have been made, or whether we can, or cannot, win militarily. If we let Democrats force us into a debate on the surge or the current situation in Iraq, we lose.
Yep, so the advice here is this: GOPers shouldn't allow themselves to be lured into a "debate" about the single most important policy question facing us right now, because they might lose. Never mind how all this might impact the troops who actually have to go to Iraq. Healthy priorities, huh?
Also amusing is the letter's assertion that "Democrats want to force us to focus on defending the surge." Now why on earth would Dems want Republicans to justify a policy that will directly impact tens of thousands of people and their families? How unreasonable!
Wouldn't you know it, but during the House debate today many GOPers did indeed "broaden the debate" to the threat posed by "radical Islamists." Say this for your House Republicans: They're good at following orders.

War Has Increased Terrorism Sevenfold Worldwide

"If we were not fighting and destroying this enemy in Iraq, they would not be idle. They would be plotting and killing Americans across the world and within our own borders. By fighting these terrorists in Iraq, Americans in uniform are defeating a direct threat to the American people." So said President Bush on November 30, 2005, refining his earlier call to "bring them on." Jihadist terrorists, the administration's argument went, would be drawn to Iraq like moths to a flame, and would perish there rather than wreak havoc elsewhere in the world.
The president's argument conveyed two important assumptions: first, that the threat of jihadist terrorism to U.S. interests would have been greater without the war in Iraq, and second, that the war is reducing the overall global pool of terrorists. However, the White House has never cited any evidence for either of these assumptions, and none appears to be publicly available.
The administration's own National Intelligence Estimate on "Trends in Global Terrorism: implications for the United States," circulated within the government in April 2006 and partially declassified in October, states that "the Iraq War has become the 'cause celebre' for jihadists ... and is shaping a new generation of terrorist leaders and operatives."Yet administration officials have continued to suggest that there is no evidence any greater jihadist threat exists as a result of the Iraq War. "Are more terrorists being created in the world?" then-Secretary of Defense Donald Rumsfeld rhetorically asked during a press conference in September. "We don't know. The world doesn't know. There are not good metrics to determine how many people are being trained in a radical madrasa school in some country." In January 2007 Director of National Intelligence John Negroponte in congressional testimony stated that he was "not certain" that the Iraq War had been a recruiting tool for Al Qaeda and played down the likely impact of the war on jihadists worldwide: "I wouldn't say there has been a widespread growth in Islamic extremism beyond Iraq. I really wouldn't."
Indeed, though what we will call "The Iraq Effect" is a crucial matter for U.S. national security, we have found no statistical documentation of its existence and gravity, at least in the public domain. In this report, we have undertaken what we believe to be the first such study, using information from the world's premier database on global terrorism. The results are being published for the first time by Mother Jones, the news and investigative magazine, as part of a broader "Iraq 101" package in the magazine's March/April 2007 issue.
Our study shows that the Iraq War has generated a stunning sevenfold increase in the yearly rate of fatal jihadist attacks, amounting to literally hundreds of additional terrorist attacks and thousands of civilian lives lost; even when terrorism in Iraq and Afghanistan is excluded, fatal attacks in the rest of the world have increased by more than one-third.
We are not making the argument that without the Iraq War, jihadist terrorism would not exist, but our study shows that the Iraq conflict has greatly increased the spread of the Al Qaeda ideological virus, as shown by a rising number of terrorist attacks in the past three years from London to Kabul, and from Madrid to the Red Sea.
In our study we focused on the following questions:
Has jihadist terrorism gone up or down around the world since the invasion of Iraq?
What has been the trend if terrorist incidents in Iraq and Afghanistan (the military fronts of the "war on terrorism") are excluded?
Has terrorism explicitly directed at the United States and its allies also increased? In order to zero in on The Iraq Effect, we focused on the rate of terrorist attacks in two time periods: September 12, 2001, to March 20, 2003 (the day of the Iraq invasion), and March 21, 2003, to September 30, 2006. Extending the data set before 9/11 would risk distorting the results, because the rate of attacks by jihadist groups jumped considerably after 9/11 as jihadist terrorists took inspiration from the events of that terrible day.
We first determined which terrorist organizations should be classified as jihadist. We included in this group Sunni extremist groups affiliated with or sympathetic to the ideology of Al Qaeda. We decided to exclude terrorist attacks by Palestinian groups, as they depend largely on factors particular to the Israeli-Palestinian conflict.
Our study draws its data from the MIPT-RAND Terrorism database (available at terrorismknowledgebase.org), which is widely considered to be the best publicly available database on terrorism incidents. RAND defines a terrorist attack as an attack on a civilian entity designed to promote fear or alarm and further a particular political agenda. In our study we only included attacks that caused at least one fatality and were attributed by RAND to a known jihadist group. In some terrorist attacks, and this is especially the case in Iraq, RAND has not been able to attribute a particular attack to a known jihadist group. Therefore our study likely understates the extent of jihadist terrorism in Iraq and around the world.
Our study yields one resounding finding: The rate of terrorist attacks around the world by jihadist groups and the rate of fatalities in those attacks increased dramatically after the invasion of Iraq. Globally there was a 607 percent rise in the average yearly incidence of attacks (28.3 attacks per year before and 199.8 after) and a 237 percent rise in the average fatality rate (from 501 to 1,689 deaths per year). A large part of this rise occurred in Iraq, which accounts for fully half of the global total of jihadist terrorist attacks in the post-Iraq War period. But even excluding Iraq, the average yearly number of jihadist terrorist attacks and resulting fatalities still rose sharply around the world by 265 percent and 58 percent respectively.
And even when attacks in both Afghanistan and Iraq (the two countries that together account for 80 percent of attacks and 67 percent of deaths since the invasion of Iraq) are excluded, there has still been a significant rise in jihadist terrorism elsewhere - a 35 percent increase in the number of jihadist terrorist attacks outside of Afghanistan and Iraq, from 27.6 to 37 a year, with a 12 percent rise in fatalities from 496 to 554 per year.
Of course, just because jihadist terrorism has risen in the period after the invasion of Iraq, it does not follow that events in Iraq itself caused the change. For example, a rise in attacks in the Kashmir conflict and the Chechen separatist war against Russian forces may have nothing to do with the war in Iraq. But the most direct test of The Iraq Effect - whether the United States and its allies have suffered more jihadist terrorism after the invasion than before - shows that the rate of jihadist attacks on Western interests and citizens around the world (outside of Afghanistan and Iraq) has risen by a quarter, from 7.2 to 9 a year, while the yearly fatality rate in these attacks has increased by 4 percent from 191 to 198.
One of the few positive findings of our study is that only 18 American civilians (not counting civilian contractors in Iraq and Afghanistan) have been killed by jihadist groups since the war in Iraq began. But that number is still significantly higher than the four American civilians who were killed in attacks attributed to jihadist groups in the period between 9/11 and the Iraq War. It was the capture and killing of much of Al Qaeda's leadership after 9/11 and the breakup of its training camp facilities in Afghanistan - not the war in Iraq - that prevented Al Qaeda from successfully launching attacks on American targets on the scale it did in the years before 9/11.
Also undermining the argument that Al Qaeda and like-minded groups are being distracted from plotting against Western targets are the dangerous, anti-American plots that have arisen since the start of the Iraq War. Jihadist terrorists have attacked key American allies since the Iraq conflict began, mounting multiple bombings in London that killed 52 in July 2005, and attacks in Madrid in 2004 that killed 191. Shehzad Tanweer, one of the London bombers, stated in his videotaped suicide "will," "What have you witnessed now is only the beginning of a string of attacks that will continue and become stronger until you pull your forces out of Afghanistan and Iraq." There have been six jihadist attacks on the home soil of the United States' NATO allies (including Turkey) in the period after the invasion of Iraq, whereas there were none in the 18 months following 9/11; and, of course, the plan uncovered in London in August 2006 to smuggle liquid explosives onto U.S. airliners, had it succeeded, would have killed thousands.
Al Qaeda has not let the Iraq War distract it from targeting the United States and her allies. In a January 19, 2006 audiotape, Osama bin Laden himself refuted President Bush's argument that Iraq had distracted and diverted Al Qaeda: "The reality shows that that the war against America and its allies has not remained limited to Iraq, as he claims, but rather, that Iraq has become a source and attraction and recruitment of qualified people.... As for the delay in similar [terrorist] operations in America, [the] operations are being prepared, and you will witness them, in your own land, as soon as preparations are complete."
Ayman al Zawahiri echoed bin Laden's words in a March 4, 2006, videotape broadcast by Al Jazeera calling for jihadists to launch attacks on the home soil of Western countries: "[Muslims have to] inflict losses on the crusader West, especially to its economic infrastructure with strikes that would make it bleed for years. The strikes on New York, Washington, Madrid, and London are the best examples."
One measure of the impact of the Iraq War is the precipitous drop in public support for the United States in Muslim countries. Jordan, a key U.S. ally, saw popular approval for the United States drop from 25 percent in 2002 to 1 percent in 2003. In Lebanon during the same period, favorable views of the United States dropped from 30 percent to 15 percent, and in the world's largest Muslim country, Indonesia, favorable views plummeted from 61 percent to 15 percent. Disliking the United States does not make you a terrorist, but clearly the pool of Muslims who dislike the United States has grown by hundreds of millions since the Iraq War began. The United States' plummeting popularity does not suggest active popular support for jihadist terrorists but it does imply some sympathy with their anti-American posture, which means a significant swath of the Muslim population cannot be relied on as an effective party in counter-terrorism/insurgency measures. And so, popular contempt for U.S. policy has become a force multiplier for Islamist militants.
The Iraq War has also encouraged Muslim youth around the world to join jihadist groups, not necessarily directly tied to Al Qaeda but often motivated by a similar ideology. The Iraq War allowed Al Qaeda, which was on the ropes in 2002 after the United States had captured or killed two-thirds of its leadership, to reinvent itself as a broader movement because Al Qaeda's central message - that the United States is at war with Islam - was judged by significant numbers of Muslims to have been corroborated by the war in Iraq. And compounding this, the wide dissemination of the exploits of jihadist groups in Iraq following the invasion energized potential and actual jihadists across the world.
How exactly has The Iraq Effect played out in different parts of the world? The effect has not been uniform. Europe, the Arab world, and Afghanistan all saw major rises in jihadist terrorism in the period after the invasion of Iraq, while Pakistan and India and the Chechnya/Russia front saw only smaller increases in jihadist terrorism. And in Southeast Asia, attacks and killings by jihadist groups fell by over 60 percent in the period after the Iraq War. The strength or weakness of The Iraq Effect on jihadist terrorism in a particular country seems to be influenced by four factors: (1) if the country itself has troops in Iraq; (2) geographical proximity to Iraq; (3) the degree of identification with Iraq's Arabs felt in the country; and (4) the level of exchanges of ideas or personnel with Iraqi jihadist groups. This may explain why jihadist groups in Europe, Arab countries, and Afghanistan were more affected by the Iraq War than groups in other regions. Europe, unlike Kashmir, Chechnya, and Southeast Asia for example, contains several countries that are part of the coalition in Iraq. It is relatively geographically close to the Arab world and has a large Arab-Muslim diaspora from which jihadists have recruited.
European intelligence services are deeply concerned about the effect of the Iraq War. For example, Dame Eliza Mannigham-Buller, the head of Britain's MI5, stated on November 10, 2006, "In Iraq, attacks are regularly videoed and the footage is downloaded onto the Internet [and] chillingly we see the results here. Young teenagers are being groomed to be suicide bombers. We are aware of numerous plots to kill people and damage our economy ... 30 that we know of. [The] threat is serious, is growing, and, I believe, will be with us for a generation." Startlingly, a recent poll found that a quarter of British Muslims believe that the July 7, 2005, London bombings were justifiable because of British foreign policy, bearing out Dame Eliza's concern about a new generation of radicals in the United Kingdom.
While Islamist militants in Europe are mobilized by a series of grievances such as Palestine, Afghanistan, the Kashmir conflict, and Chechnya, no issue has resonated more in radical circles and on Islamist websites than the war in Iraq. This can be seen in the skyrocketing rate of jihadist terrorist attacks around the Arab world outside of Iraq. There have been 37 attacks in Arab countries outside of Iraq since the invasion, while there were only three in the period between 9/11 and March 2003. The rate of attacks in Arab countries jumped by 445 percent since the Iraq invasion, while the rate of killings rose by 783 percent. The November 9, 2005 bombings of three American hotels in Amman, Jordan, that killed 60, an operation directed by Abu Musab al Zarqawi's Al Qaeda in Iraq network, was the most direct manifestation of The Iraq Effect in the Arab world. Saudi Arabia, in particular, has seen an upsurge in jihadist terrorism since the U.S. invasion of Iraq. There were no jihadist terrorist attacks between 9/11 and the Iraq War but 12 in the period since. The reason for the surge in terrorism was a decision taken by Al Qaeda's Saudi branch in the spring of 2003 to launch a wave of attacks (primarily at Western targets) to undermine the Saudi royal family. These attacks were initiated on May 12, 2003 with the bombing of Western compounds in Riyadh, killing 34, including 10 Americans. While Saudi authorities believe that planning and training for the operation predated the war in Iraq, the timing of the attack, just weeks after the U.S. invasion is striking.
The fact that the Iraq War radicalized some young Saudis is underlined by studies showing that more Saudis have conducted suicide operations in Iraq than any other nationality. For instance, Mohammed Hafez, a visiting professor at the University of Missouri in Kansas City, in a study of the 101 identified suicide attackers in Iraq from March 2003 to February 2006, found that more than 40 percent were Saudi. This jihadist energy was not just transferred over the Saudi border into Iraq. It also contributed to attacks in the Kingdom. The group that beheaded the American contractor Paul Johnson in Riyadh in June 2004 called itself the "Al Fallujah brigade of Al Qaeda" and claimed that it had carried out the killing in part to avenge the actions of "disbelievers" in Iraq. In January 2004 Al Qaeda's Saudi affiliate launched Al Battar, an online training magazine specifically directed at young Saudis interested in fighting their regime. The achievements of jihadists in Iraq figured prominently in its pages. Indeed, a contributor to the first issue of Al Battar argued that the Iraq War had made jihad "a commandment" for Saudi Arabians "[because] the Islamic nation is today in acute conflict with the Crusaders."
The Iraq War had a strong impact in other Arab countries too. Daily images aired by Al Jazeera and other channels of suffering Iraqis enraged the Arab street and strengthened the hands of radicals everywhere. In Egypt, the Iraq War has contributed to a recent wave of attacks by small, self-generated groups. A Sinai-based jihadist group carried out coordinated bombing attacks on Red Sea resorts popular with Western tourists at Taba in October 2004, at Sharm el-Sheikh in July 2005, and at Dahab in April 2006, killing a total of more than 120.
One of the cell's members, Younis Elian Abu Jarir, a taxi driver whose job was to ferry the group around, stated in a confession offered as evidence in court that "they convinced me of the need for holy war against the Jews, Americans, Italians, and other nationalities that participated in the occupation of Iraq." Osama Rushdi, a former spokesman of the Egyptian terrorist group Gamma Islamiyya now living in London, told us that while attacks in the Sinai were partly directed at the Egyptian regime, they appeared to be primarily anti-Western in motivation: "The Iraq War contributed to the negative feelings of the Sinai group. Before the Iraq War, most Egyptians did not have a negative feeling towards American policy. Now almost all are opposed to American policy."
Since the invasion of Iraq, Afghanistan has suffered 219 jihadist terrorist attacks that can be attributed to a particular group, resulting in the deaths of 802 civilians. The fact that the Taliban only conducted its first terrorist attacks in September 2003, a few months after the invasion of Iraq, is significant. International forces had already been stationed in the country for two years before the Taliban began to specifically target the U.S.-backed Karzai government and civilians sympathetic to it. This points to a link between events in Iraq and the initiation of the Taliban's terrorist campaign in Afghanistan.
True, local dynamics form part of the explanation for the resurgence of the Taliban in Afghanistan. But the use of terrorism, particularly suicide attacks, by the Taliban is an innovation drawn from the Iraqi theater. Hekmat Karzai, an Afghan terrorism researcher, points out that suicide bombings were virtually unknown in Afghanistan until 2005. In 2006, Karzai says, there were 118 such attacks, more than there had been in the entire history of the country. Internet sites have helped spread the tactics of Iraqi jihadists. In 2005 the "Media Committee of the Al Qaeda Mujahideen in Afghanistan" launched an online magazine called Vanguards of Kharasan, which includes articles on what Afghan fighters can learn from Coalition and jihadist strategies in Iraq. Abdul Majid Abdul Majed, a contributor to the April 2006 issue of the magazine, argued for an expansion in suicide operations, citing the effectiveness of jihadist operations in Iraq.
Mullah Dadullah, a key Taliban commander, gave an interview to Al Jazeera in 2006 in which he explained how the Iraq War has influenced the Taliban. Dadullah noted that "we have 'give and take' with the mujahideen in Iraq." Hamid Mir, a Pakistani journalist who is writing bin Laden's biography, told us that young men traveled from the Afghan province of Khost to "on-the-job training" in Iraq in 2004. "They came back with lots of CDs which were full of military actions against U.S. troops in the Mosul, Fallujah, and Baghdad areas. I think suicide bombing was introduced in Afghanistan and Pakistan after local boys came back after spending some time in Iraq. I met a Taliban commander, Mullah Mannan, last year in Zabul who told me that he was trained in Iraq by Zarqawi along with many Pakistani tribals."
Propaganda circulating in Afghanistan and Pakistan about American "atrocities" and jihadist "heroics" has also energized the Taliban, encouraging a previously somewhat isolated movement to see itself as part of a wider struggle. Our study found a striking correlation in how terrorist campaigns intensified in Iraq and Afghanistan. The rate of terrorist attacks in Afghanistan gathered pace in the summer of 2005, a half year after a similar increase in Iraq, and in 2006 the rate of attacks in both countries rose in tandem to new, unprecedented levels.
While the Iraq War has had a strong effect on the rise in terrorism in Afghanistan, it appears to have played less of a role on jihadists operating in Pakistan and India, though terrorism did rise in those countries following the invasion of Iraq. (Of course, neither Pakistan nor India has foreign troops on its soil, which accounts, in part, for the high terrorism figures in Afghanistan.) The rate of jihadist attacks rose by 21 percent while the fatality rate rose by 19 percent. There were 52 attacks after the Iraq invasion, killing 489 civilians, while there were 19 in the period before, killing 182. The local dynamics of the Kashmir conflict, tensions between India and Pakistan, and the resurfacing of the Taliban in eastern Pakistan likely played a large role here. That said, there is evidence that the Iraq War did energize jihadists in Pakistan. Hamid Mir says, "Iraq not only radicalized the Pakistani tribals [near the Afghan border] but it offered them the opportunity for them to go to Iraq via Iran to get on-the-job training."
There is also evidence that the Iraq War had some impact in other areas of Pakistan. In the summer of 2004, Hafiz Mohammad Saeed, the head of the Kashmiri militant group Lashkar-e-Toiba, told followers in Lahore, "Islam is in grave danger, and the mujahideen are fighting to keep its glory. They are fighting the forces of evil in Iraq in extremely difficult circumstances. We should send mujahideen from Pakistan to help them." And Pakistan, inasmuch as it has become Al Qaeda's new base for training and planning attacks, has become the location where significant numbers of would-be jihadists - including some young British Pakistanis such as the London suicide bombers, radicalized in part by the Iraq War - have traveled to learn bomb-making skills.
In Russia and Chechnya, the Iraq War appears to have had less of an impact than on other jihadist fronts. This is unsurprising given the fact that jihadist groups in the region are preoccupied by a separatist war against the Russian military. Whilst following the invasion of Iraq there was a rise in the number of attacks by Chechen groups that share a similar ideology with Al Qaeda, the total rate of fatalities did not go up. The Iraq War does seem to have diverted some jihadists from the Russian/Chechen front: Arab fighters who might have previously gone to Chechnya now have a cause at their own doorstep, while funds from Arab donors increasingly have gone to the Iraqi jihad.
Southeast Asia has been the one region in the world in which jihadist terrorism has declined significantly in the period since the invasion of Iraq. There was a 67 percent drop in the rate of attacks (from 10.5 to 3.5 attacks per year) in the post-invasion period and a 69 percent drop in the rate of fatalities (from 201 to 62 fatalities per year). And there has been no bombing on the scale of the October 2002 Bali nightclub attack that killed more than 200. However, jihadist terrorism in Southeast Asia has declined in spite, not because of, the Iraq War. The U.S. invasion of Iraq was deeply unpopular in the region, as demonstrated by the poll finding that only 15 percent of Indonesians had a favorable view of the United States in 2003. But the negative impact of the Iraq War on public opinion was mitigated by U.S. efforts to aid the region in the wake of the devastating tsunami of December 2004 - Pew opinion surveys have shown that the number of those with favorable views towards the United States in Indonesia crept above 30 percent in 2005 and 2006.
However, the main reason for the decline of jihadist terrorism in Southeast Asia has been the successful crackdown by local authorities on jihadist groups and their growing unpopularity with the general population. The August 2003 capture of Hambali, Jemaa Islamiya's operational commander, was key to degrading the group's capacity to launch attacks as was the arrest of hundreds of Jemaa Islamiya and Abu Sayyaf operatives in Indonesia, the Philippines, Thailand and Singapore in the years after the October 2002 Bali bombings. Those arrested included most of those who planned the Bali attacks, as well as former instructors at Jemaa Islamiya camps and individuals involved in financing attacks. And in November 2005 Indonesian security services killed Jemaa Islamiya master bomber Azhari bin Husin in a shoot-out. The second wave of Bali attacks in 2005 killed mostly Indonesians and created a popular backlash against jihadist groups in Indonesia, degrading their ability to recruit operatives. And Muslim leaders such as Masdar Farid Masudi, the deputy leader of the country's largest Islamic group, condemned the bombings: "If the perpetrators are Muslims, their sentences must be multiplied because they have tarnished the sacredness of their religion and smeared its followers worldwide."
Our survey shows that the Iraq conflict has motivated jihadists around the world to see their particular struggle as part of a wider global jihad fought on behalf of the Islamic ummah, the global community of Muslim believers. The Iraq War had a strong impact in jihadist circles in the Arab world and Europe, but also on the Taliban, which previously had been quite insulated from events elsewhere in the Muslim world. By energizing the jihadist groups, the Iraq conflict acted as a catalyst for the increasing globalization of the jihadist cause, a trend that should be deeply troubling for American policymakers. In the late 1990s, bin Laden pushed a message of a global jihad and attracted recruits from around the Muslim world to train and fight in Afghanistan. The Iraq War has made bin Laden's message of global struggle even more persuasive to militants. Over the past three years, Iraq has attracted thousands of foreign fighters who have been responsible for the majority of suicide attacks in the country. Those attacks have had an enormous strategic impact; for instance, getting the United Nations to pull out of Iraq and sparking the Iraqi civil war.
Emblematic of the problem is Muriel Degauque, a 38-year-old Belgian woman who on November 9, 2005, near the town of Baquba in central Iraq, detonated a bomb as she drove past an American patrol. In the bomb crater, investigators found travel documents that showed that she had arrived in Iraq from Belgium just a few weeks earlier with her Moroccan-Belgian husband Hissam Goris. The couple had been recruited by "Al Qaeda in Iraq." Goris would die the following day, shot by American forces as he prepared to launch a suicide attack near Fallujah.
The story of Muriel Degauque and her husband is part of a trend that Harvard terrorism researcher Assaf Moghadam terms the "globalization of martyrdom." The London suicide bombings in July 2005 revealed the surprising willingness of four British citizens to die to protest the United Kingdom's role in the Coalition in Iraq; Muriel Degauque, for her part, was willing to die for the jihadist cause in a country in which she was a stranger.
This challenges some existing conceptions of the motivations behind suicide attacks. In 2005 University of Chicago political scientist Robert Pape published a much-commented-upon study of suicide bombing, "Dying to Win," in which he used a mass of data about previous suicide bombing campaigns to argue that they principally occurred "to compel modern democracies to withdraw military forces from territory that the terrorists consider to be their homeland." (Of course, terrorism directed against totalitarian regimes rarely occurs because such regimes are police states and are unresponsive to public opinion.) Pape also argued that while religion might aggravate campaigns of suicide terrorism, such campaigns had also been undertaken by secular groups, most notably the Sri Lankan Tamil Tigers, whose most spectacular success was the assassination of Indian Prime Minister Rajiv Gandhi by a female suicide attacker in 1991.
Pape's findings may explain the actions and motivations of terrorist groups in countries such as Sri Lanka, but his principal claim that campaigns of suicide terrorism are generally nationalist struggles to liberate occupied lands that have little to do with religious belief does not survive contact with the reality of what is going on today in Iraq. The most extensive suicide campaign in history is being conducted in Iraq largely by foreigners animated by the deeply-held religious belief that they must liberate a Muslim land from the "infidel" occupiers.
While Iraqis make up the great bulk of the insurgents, several studies have shown that the suicide attackers in Iraq are generally foreigners, while only a small proportion are Iraqi. (Indeed, the most feared terrorist leader in Iraq until his death earlier this year, Abu Musab al Zarqawi, was a Jordanian.) The Israeli researcher Reuven Paz, using information posted on Al Qaeda-linked websites between October 2004 and March 2005, found that of the 33 suicide attacks listed, 23 were conducted by Saudis, and only 1 by an Iraqi. Similarly, in June 2005 the Search for International Terrorist Entities (SITE) Institute of Washington, D.C. found by tracking both jihadist websites and media reports that of the 199 Sunni extremists who had died in Iraq either in suicide attacks or in action against Coalition or Iraqi forces, 104 were from Saudi Arabia and only 21 from Iraq. The rest were predominantly from countries around the Middle East. And Mohammed Hafez in his previously cited study of the 101 "known" suicide bombers in Iraq found that while 44 were Saudi and 8 were from Italy(!), only 7 were from Iraq.
In congressional testimony this past November, CIA Director General Michael Hayden said that "an overwhelming percentage of the suicide bombers are foreign." A senior U.S. military intelligence official told us that a worrisome recent trend is the rising number of North Africans who have joined the ranks of foreign fighters in Iraq, whose number General Hayden pegged at 1,300 during his November congressional testimony. A Saudi official also confirmed to us the rising number of North Africans who are being drawn into the Iraq War.
The globalization of jihad and martyrdom, accelerated to a significant degree by the Iraq War, has some disquieting implications for American security in the future. First, it has energized jihadist groups generally; second, not all foreign fighters attracted to Iraq will die there. In fact there is evidence that some jihadists are already leaving Iraq to operate elsewhere. Saudi Arabia has made a number of arrests of fighters coming back from Iraq, and Jordanian intelligence sources say that 300 fighters have returned to Jordan from Iraq. As far away as Belgium, authorities have indicated that Younis Lekili, an alleged member of the cell that recruited Muriel Degauque, had previously traveled to fight in Iraq, where he lost his leg. (Lekili is awaiting trial in Belgium.)
German, French, and Dutch intelligence officials have estimated that there are dozens of their citizens returning from the Iraq theater, and some appear to have been determined to carry out attacks on their return to Europe. For example, French police arrested Hamid Bach, a French citizen of Moroccan descent, in June 2005 in Montpellier, several months after he returned from a staging camp for Iraq War recruits in Syria. According to French authorities, Bach's handlers there instructed him to assist with plotting terrorist attacks in Italy. Back in France, Bach is alleged to have bought significant quantities of hydrogen peroxide and to have looked up details on explosives and detonators online. (Bach is awaiting trial in France.)
This "blowback" trend will greatly increase when the war eventually winds down in Iraq. In the short term the countries most at risk are those whose citizens have traveled to fight in Iraq, in particular Arab countries bordering Iraq. Jamal Khashoggi, a leading Saudi expert on jihadist groups, told us that "while Iraq brought new blood into the Al Qaeda organization in Saudi Arabia, this was at a time when the network was being dismantled. Al Qaeda in Saudi Arabia could not accommodate these recruits so they sent them to Iraq to train them, motivate them, and prepare them for a future wave of attacks in the Kingdom. It is a deep worry to Saudi authorities that Saudis who have gone to Iraq will come back." That's a scenario for which Khashoggi says Saudi security forces are painstakingly preparing.
Several U.S. citizens have tried to involve themselves in the Iraq jihad. In December an American was arrested in Cairo, Egypt, accused of being part of a cell plotting terrorist attacks in Iraq. And in February 2006 three Americans from Toledo, Ohio, were arrested for allegedly plotting to kill U.S. military personnel in Iraq. According to the FBI, one of these individuals, Mohammad Zaki Amawi, was in contact with an Arab jihadist group sending fighters to Iraq and tried unsuccessfully to cross the border into Iraq. However, to date there is no evidence of Americans actually fighting in Iraq so the number of returnees to the United States is likely to be small. The larger risk is that jihadists will migrate from Iraq to Western countries, a trend that will be accelerated if, as happened following the Afghan jihad against the Soviets, those fighters are not allowed to return to their home countries.
Already terrorist groups in Iraq may be in a position to start sending funds to other jihadist fronts. According to a U.S. government report leaked to the New York Times in November 2006, the fact that insurgent and terrorist groups are raising up to $200 million a year from various illegal activities such as kidnapping and oil theft in Iraq means that they "may have surplus funds with which to support other terrorist organizations outside Iraq." Indeed, a letter from Al Qaeda's No. 2, Ayman al Zawahiri, to Al Qaeda in Iraq leader Abu Musab al Zarqawi in July 2005 contained this revealing request: "Many of the [funding] lines have been cut off. Because of this we need a payment while new lines are being opened. So if you're capable of sending a payment of approximately one hundred thousand we'll be very grateful to you."
The "globalization of martyrdom" prompted by the Iraq War has not only attracted foreign fighters to die in Iraq (we record 148 suicide-terrorist attacks in Iraq credited to an identified jihadist group) but has also encouraged jihadists to conduct many more suicide operations elsewhere. Since the U.S. invasion of Iraq, there has been a 246 percent rise in the rate of suicide attacks (6 before and 47 after) by jihadist groups outside of Iraq and a 24 percent increase in the corresponding fatality rate. Even excluding Afghanistan, there has been a 150 percent rise in the rate of suicide attacks and a 14 percent increase in the rate of fatalities attributable to jihadists worldwide. The reasons for the spread of suicide bombing attacks in other jihadist theaters are complex but the success of these tactics in Iraq, the lionization that Iraqi martyrs receive on jihadist websites, and the increase in feelings of anger and frustration caused by images of the Iraq War have all likely contributed significantly. The spread of suicide bombings should be of great concern to the United States in defending its interests and citizens around the world, because they are virtually impossible to defend against.
The Iraq War has also encouraged the spread of more hardline forms of jihad (the corollary to an increase in suicide bombing). Anger and frustration over Iraq has increased the popularity, especially among young militants, of a hardcore takfiri ideology that is deeply intolerant of divergent interpretations of Islam and highly tolerant of extreme forms of violence. The visceral anti-Americanism, anti-Semitism, and anti-Shiism widely circulated among the Internet circles around ideologues such as Abu Muhammad al-Maqdisi and Abu Qatada (both Jordanian-Palestinian mentors to Abu Musab al Zarqawi) and Al Qaeda's Syrian hawk, Mustafa Setmariam Nasar, are even more extreme, unlikely as it may sound, than the statements of bin Laden himself.
Our study shows just how counterproductive the Iraq War has been to the war on terrorism. The most recent State Department report on global terrorism states that the goal of the United States is to identify, target, and prevent the spread of "jihadist groups focused on attacking the United States or its allies [and those groups that] view governments and leaders in the Muslim world as their primary targets." Yet, since the invasion of Iraq, attacks by such groups have risen more than sevenfold around the world. And though few Americans have been killed by jihadist terrorists in the past three years it is wishful thinking to believe that this will continue to be the case, given the continued determination of militant jihadists to target the country they see as their main enemy. We will be living with the consequences of the Iraq debacle for more than a decade.

"Supporting the Troops" Means
Withdrawing Them

General William Odom writes that opponents of the war should focus public attention on the fact that Bush's obstinate refusal to admit defeat is causing the troops enormous psychological as well as physical harm.Every step the Democrats in Congress have taken to force the withdrawal of U.S. forces from Iraq has failed. Time and again, President Bush beats them into submission with charges of failing to "support the troops."
Why do the Democrats allow this to happen? Because they let the president define what "supporting the troops" means. His definition is brutally misleading. Consider what his policies are doing to the troops.
No U.S. forces have ever been compelled to stay in sustained combat conditions for as long as the Army units have in Iraq. In World War II, soldiers were considered combat-exhausted after about 180 days in the line. They were withdrawn for rest periods. Moreover, for weeks at a time, large sectors of the front were quiet, giving them time for both physical and psychological rehabilitation. During some periods of the Korean War, units had to fight steadily for fairly long periods but not for a year at a time. In Vietnam, tours were one year in length, and combat was intermittent with significant break periods.
In Iraq, combat units take over an area of operations and patrol it daily, making soldiers face the prospect of death from an IED or small arms fire or mortar fire several hours each day. Day in and day out for a full year, with only a single two-week break, they confront the prospect of death, losing limbs or eyes, or suffering other serious wounds. Although total losses in Iraq have been relatively small compared to most previous conflicts, the individual soldier is risking death or serious injury day after day for a year. The impact on the psyche accumulates, eventually producing what is now called "post-traumatic stress disorders." In other words, they are combat-exhausted to the point of losing effectiveness. The occasional willful killing of civilians in a few cases is probably indicative of such loss of effectiveness. These incidents don't seem to occur during the first half of a unit's deployment in Iraq.
After the first year, following a few months back home, these same soldiers are sent back for a second year, then a third year, and now, many are facing a fourth deployment! Little wonder more and more soldiers and veterans are psychologically disabled.
And the damage is not just to enlisted soldiers. Many officers are suffering serious post-traumatic stress disorders but are hesitant to report it - with good reason. An officer who needs psychiatric care and lets it appear on his medical records has most probably ended his career. He will be considered not sufficiently stable to lead troops. Thus officers are strongly inclined to avoid treatment and to hide their problems.
There are only two ways to fix this problem, both of which the president stubbornly rejects. Instead, his recent "surge" tactic has compelled the secretary of defense to extend Army tours to 15 months! (The Marines have been allowed to retain their six-month deployment policy and, not surprisingly, have fewer cases of post-traumatic stress syndrome.)
The first solution would be to expand the size of the Army to two or three times its present level, allowing shorter combat tours and much longer breaks between deployments. That cannot be done rapidly enough today, even if military conscription were restored and new recruits made abundant. It would take more than a year to organize and train a dozen new brigade combat teams. The Clinton administration cut the Army end strength by about 40 percent - from about 770,000 to 470,000 during the 1990s. Defense Secretary Donald Rumsfeld looked for ways to make the cuts even deeper. Thus this administration and its predecessor aggressively gave up ground forces and tactical air forces while maintaining large maritime forces that cannot be used in Iraq and Afghanistan.
Sadly, the lack of wisdom in that change in force structure is being paid for not by President Bush or President Clinton but by the ordinary soldier and his family. They have no lobby group to seek relief for them.
The second way to alleviate the problem is to withdraw U.S. forces from Iraq as soon as possible and as securely as possible. The electorate understands this. That is why a majority of voters favor withdrawing from Iraq.
If the Democrats truly want to succeed in forcing President Bush to begin withdrawing from Iraq, the first step is to redefine "supporting the troops" as withdrawing them, citing the mass of accumulating evidence of the psychological as well as the physical damage that the president is forcing them to endure because he did not raise adequate forces. Both Democrats and Republicans in Congress could confirm this evidence and lay the blame for "not supporting the troops" where it really belongs - on the president. And they could rightly claim to the public that they are supporting the troops by cutting off the funds that he uses to keep U.S. forces in Iraq.
The public is ahead of the both branches of government in grasping this reality, but political leaders and opinion makers in the media must give them greater voice.
Congress clearly and indisputably has two powers over the executive: the power of the purse and the power to impeach. Instead of using either, members of congress are wasting their time discussing feckless measures like a bill that "de-authorizes the war in Iraq." That is toothless unless it is matched by a cut-off of funds.
The president is strongly motivated to string out the war until he leaves office, in order to avoid taking responsibility for the defeat he has caused and persisted in making greater each year for more than three years.
To force him to begin a withdrawal before then, the first step should be to rally the public by providing an honest and candid definition of what "supporting the troops" really means and pointing out who is and who is not supporting our troops at war. The next step should be a flat refusal to appropriate money for to be used in Iraq for anything but withdrawal operations with a clear deadline for completion.
The final step should be to put that president on notice that if ignores this legislative action and tries to extort Congress into providing funds by keeping U.S. forces in peril, impeachment proceeding will proceed in the House of Representatives. Such presidential behavior surely would constitute the "high crime" of squandering the lives of soldiers and Marines for his own personal interest.

Bush Fabrications on Iran

In his prepared statement to the US House of Representatives Foreign Affairs and Armed Services committees last week, General David Petraeus claimed that Iran is using the Quds Force to turn Shi'ite militias into a "Hezbollah-like force" to "fight a proxy war against the Iraqi state and coalition forces in Iraq."
But Petraeus then shattered that carefully constructed argument by volunteering in answering a question that the Quds Force, an elite unit of the Iranian Revolutionary Guard Corps, had in essence left Iraq. "The Quds Force itself, we believe, by and large those individuals have been pulled out of the country, as have the Lebanese Hezbollah trainers that were being used to augment that activity."
Petraeus's contradictory statements on the Quds Force are emblematic of a US administration propaganda line that has in essence fallen apart because it was so obviously out of line with reality. Nine months after the George W Bush administration declared that it was going to go after Iranian agents in Iraq who were threatening US troops, the US military still has not produced any evidence that Quds Force operatives in Iraq were engaged in assisting the militias fighting against US troops.
The US military command in Iraq has failed to capture a single Quds Force member it could link to the Shi'ite militias. And the evidence that has emerged over the past nine months about Shi'ite militias and their relationship to Iran suggests that Quds Force personnel in Iraq never had the mission of assisting Shi'ite militias, as claimed by the Bush administration.
It appears that an increasing number of military intelligence officers in Iraq have concluded that the Quds Force has been steering clear of working directly with Shi'ite militias attacking US troops, to avoid giving the Bush administration a pretext for aggression against Iranian territory.
In a military briefing presented in Baghdad on February 11, an unnamed US official stated flatly that weapons were being smuggled into the country by the Quds Force, but the briefers failed to present any specific evidence to back up the assertion.
Since that briefing, the US military command has captured the alleged deputy head and key logistical officer of the main Iraqi EFP (explosively formed penetrator, or armor-penetrating explosives) network and a Hezbollah operative who was a liaison with the network, as well as a number of what it called "suspected members" or "suspected leaders" of a "secret cell terrorist network known for facilitating the transport of and EFPs from Iran to Iraq."
But the interrogations of these detainees have not led to the capture of a single Iranian official. Nor has the US military been able to identify a link between any Iraqi militia member and any Iranian official. On July 6, Major-General Rick Lynch, commander of US operations south of Baghdad, told reporters his troops had not captured "anybody that we can tie to Iran."
Even more devastating to the "proxy war" line, Lynch's spokeswoman, Alayne Conway, acknowledged on August 19 that they had not caught anyone supplying arms from Iran to the Iraqi Shi'ite militias.
There has long been some evidence, however, of a link between Shi'ite networks for procuring EFPs and other arms and the Lebanese Hezbollah. The leader of a Mahdi Army group that was carrying out attacks against British forces, Ahmad Jawwad al-Fartusi, who was arrested in September 2005, had lived in Lebanon for several years and was known to have personal contact with Hezbollah, according to a March 27 New York Times report.
Along with evidence of a growing relationship between Hezbollah and Muqtada al-Sadr's army, which has now culminated in a Sadr office in Beirut, such past links between the two Shi'ite groups suggest that Hezbollah's assistance to the Shi'ites need not have been ordered by Tehran.
US and British officials have acknowledged in the past that the EFP technology being used in Iraq might have entered Iraq from Hezbollah in Lebanon rather than from Iran.
The premise that the Quds Force agents in Iraq were involved in training Shi'ites to carry out operations against US troops was shattered when Lynch told reporters on August 19 that the Iranians were "facilitating the training of Shi'ite extremist" militiamen in Iraq. That clearly implied that the training was being done by Hezbollah.
The Washington Post and other news outlets quoted Lynch's statement but nevertheless reported that Lynch had charged that Iranians were doing the training. A spokesperson for Lynch confirmed to Inter Press Service that Lynch had not made any allegation about Iranians training Shi'ites in Iraq.
Petraeus dealt the final blow to the notion of a Quds Force training role when he noted that the Hezbollah trainers had also been withdrawn from the country.
The briefing by US military spokesman Brigadier-General Kevin Bergner on July 2 was aimed primarily at advancing the theme that Hezbollah acts in Iraq as a "proxy" for Iran. But the real significance of the briefing - unreported in the US news media - was the first suggestion by a US official that the Quds Force personnel in Iraq might have avoided direct contacts with Shi'ite militias altogether.
Asked by a journalist why the Quds Force would "subcontract" the training of Shi'ite militias to Hezbollah, Bergner answered that Hezbollah could "do things that perhaps they didn't want to have to do themselves in terms of interacting directly with special groups."
Without mentioning any pullout of Quds Force personnel, Conway said on August 19 that Lynch estimated there were 50 Quds Force agents in his entire area of responsibility in southern Iraq. Four days later, Lynch clarified that estimate, telling reporters that 30 of those estimated 50 agents were "surrogates" - presumably referring to Hezbollah operatives engaged in training Shi'ites in southern Iraq.
Although it was buried in the August 19 story inaccurately reporting Lynch's statement about training in Iraq, Megan Greenwell of the Washington Post reported the much more significant fact that "some military intelligence analysts have concluded there is no concrete evidence" linking the Quds Force in Iraq with the Shi'ite militias.
The charge that Iran is using the Quds Force to fight a proxy war is an effort to raise tensions with Iran by suggesting a potential reason for a US attack against that country. Similarly, the pressure for targeting the Quds Force in Iraq late last year came from senior officials in the Bush administration who wished to demonstrate US resolve to confront Iran, according to an in-depth account of the origins of the plan by the Washington Post's Dafna Linzer published on February 26.
That policy was regarded with "skepticism" by the intelligence community, the State Department and the Defense Department when it was proposed, Linzer wrote, because of the fear it would contribute to an escalation of conflict with Iran.
"This has little to do with Iraq," a senior intelligence officer told Linzer. "It's all about pushing Iran's buttons. It's purely political."

I guess it went so well, that we needed the surge.Let’s look at some of Petraeus earlier lies, where he gave us a ‘rosy picture’ implying we should stay the course. I guess all those Iraqi’s he trained turned out so well, that the surge wasn’t needed.

This story this morning is filled with it, and basically it comes down to that Don Rumsfeld, and I’ll just put this straight to you, is stubborn, and that’s the reason he won’t admit that he made a mistake when he said we have plenty of troops there, and that that’s one of the reasons you’re having problems on the Hill and within the Pentagon. I just want to give you a chance to respond to that.
Rumsfeld: Sure, I’m glad to. How do you respond to whether or not you’re stubborn. I guess you respond this way, we have General [John] Abizaid who is in charge of the Central Command, [Lieutenant] General [Ricardo] Sanchez, who is in charge of Iraq, and then a series of division commanders, good ones, [Major] General [David] Petraeus, [Major] General [Raymond] Odierno, and they meet regularly, and they ask that question, do we need more U.S. troops, and they say they don’t. They do not feel that we ought to bring in more additional troops, why?
Rumsfeld: Just let me respond. Now, should I be stubborn and say, you’re wrong? What I do is I say, why do you or don’t you need something, and I go and discuss it. And they come back consistently and say they do not need more additional troops, you need more force protection, you need more combat support people if you’re going to have more troops. We’re managing the skill mix of the troops, because they’re not doing a lot of combat, they’re doing a lot of presence and a lot of construction, and a lot of assistance, and a lot of forming city councils, 90 percent of the people in Iraq are now living in an area that’s governed by a city council, or a village council.
Schieffer: So you do not feel that you made a mistake‑
Rumsfeld: If I felt I’d made a mistake I’d change it.
Schieffer: Misestimated, or underestimated.
Rumsfeld: My problem is the people who are saying we need more troops are not giving any good reasons. There’s no substance to their arguments, they’re just saying we don’t have enough. Our military people say we do, and they then explain why they think they do, and why they want the effort on increasing the Iraqi capability. So I listen to the two sides of the argument. I would increase the number of troops in five minutes, if people would come to me and make a decent argument, but all I see is critics saying, you need more troops. Something has to be wrong. . .

January 05, 2005. . .. . . GEN. METZ: No, no. The original plan for the Iraqi army was 27. As we began to grow — a year ago, the Iraqi Civil Defense Corps, which became the National Guard, that number has changed a number of times since I’ve been in command. We are focused right now on 45 battalions, but with an expansion program to about the 65-battalion level. That has a relationship to the amount of equipment we can ship in to get them to that level.
So I just don’t have all the numbers memorized, but there is a 27-battalion army original plan; 45-battalion National Guard growing to 65 plan. The minister of interior has an ever-increasing and robust structure that he’s putting together. The army has made some decisions inside of that original plan to go with intervention forces and change some of the training for the army battalions. He’s brought on — he’s working on bringing on mechanized forces.
And so, again, we had a plan before sovereignty and it was a baseline to work from. But the sovereign government has made decisions and is changing things, and we’re offering advice. But it’s going to be a robust enough structure, I think, in 2005 to take on the insurgent fight here in Iraq, and it will be equipped and trained to do so.

March 14, 2005 . . .. . . Petraeus said the Jan. 30 Iraqi elections provided a boost to the security forces. Iraqis manned the two inner lines around more than 5,000 polling places nationwide. Insurgents launched more than 270 attacks on Jan. 30, but did not penetrate any polling place, he said.
Following the elections, the general continued, the Iraqi forces got a boost in morale for their fine showing, and the Iraqi people developed trust in the security apparatus. This respect has meant more recruits for the Iraqi army and police, and a greater role in the defense of their own country.
Iraq has 96 operational combat battalions today, Petraeus said. The battalions are out in the cities and rural areas of the country. They are going on independent operations and they are getting results, the general said. Iraqi forces are “shouldering the burden” in 12 of Iraq’s 18 provinces — the three Kurdish provinces in the north and the nine provinces in the south.
“It’s making a big difference. You see it in Fallujah, you see it in Baghdad,” he said. “You also see it in places like Tikrit and Mosul.” . . .

Aug. 2, 2005 – The chief of the coalition command charged with training Iraqi security forces said “enormous progress” has been made in the effort. . .. . . Petraeus said that while most of the Iraqi units rely heavily on coalition forces for support and guidance, “there are still some three dozen of them that are assessed to be in the lead.” By this he means that the Iraqi units are leading the fight against the insurgents with minimal or no help from coalition forces. . .
. . . Given continued progress and acceptable conditions, Petraeus said, the United States may be able to reduce troop presence in the country next year, noting this depends on political progress as well as progress in the security capabilities of Iraqi forces. . .

Oct. 5, 2005 – The Iraqi security forces have made enormous progress over the past 16 months, the U.S. Army general who oversaw their training for more than a year said during a Pentagon news conference today. . .. . . Iraqi security force readiness has continued to grow with each passing week, the general told reporters, and will grow even more between now and the Oct. 15 national referendum on a draft constitution. “There are now over 197,000 trained and equipped Iraqi security forces, and that should be close to 200,000 by the time of the referendum,” he said.
More than 115 Iraqi police and army combat battalions are in the counterinsurgency fight, he said. About 80 of the battalions are fighting alongside U.S. forces, which the general said equates to Level 3 readiness in the four-tier readiness rating system. “Over 36 (battalions) are assessed as being ‘in the lead,’” he said. In the lead is the term associated with Level 2 readiness, and means the troops are capable of leading joint patrols, as opposed to merely participating.
Level 1 units are labeled as being “fully independent.” There is one battalion in this category, Petraeus said.
The general said it is a mistake to fixate on the Level 1 unit. He said Americans should to expand their understanding of the readiness levels and what each unit brings to the fight. . .

Bush Pleased With Progress of Iraqi Security ForcesOct. 5, 2005 – President Bush said today he’s pleased with the progress Iraqis are making in developing a military capable of handling the security challenges of the future.
Bush spoke to the press following a meeting with Defense Secretary Donald H. Rumsfeld; Marine Gen. Peter Pace, the chairman of the Joint Chiefs of Staff; and Army Lt. Gen. David Petraeus, former commander of Multinational Security Transition Command Iraq. Rumsfeld and the generals briefed the president on the status of Iraqi forces and coalition operations in Iraq.

Mr. Bush, confident that he got away with repackaging the same bankrupt policies with a nonsensical new slogan ("Return on Success") Thursday night, is counting on the public's continued apathy as he kicks the can down the road and bides his time until Jan. 20, 2009; he, after all, has nothing more to lose. The job for real leaders is to wake up America to the urgent reality. We can't afford to punt until Inauguration Day in a war that each day drains America of resources and will. Our national security can't be held hostage indefinitely to a president's narcissistic need to compound his errors rather than admit them.The enemy votes, too. Cataclysmic events on the ground in Iraq, including Thursday's murder of the Sunni tribal leader Mr. Bush embraced two weeks ago as a symbol of hope, have never arrived according to this administration's optimistic timetable. Nor have major Qaeda attacks in the West. It's national suicide to entertain the daydream that they will start doing so now.
