but could be done with other versions

All of my tutorials are written following the steps I used to make my graphic.   
It is my hope that you will take what I provide 
and do your own thing with it.

Paint Shop Pro -  Download a trial version here  
 Eye Candy 4000 30 day trial 
      OR      
      Eye Candy 3.1 Free 
      I have included settings for both
Super Blade Pro
  My SBP preset
Basic knowledge of vectors and layers

Remember to SaveOften  
STEPS - These are the steps I used.

For those who like having the coordinates I used, I will be including them in {brackets}, feel free to do your own thing. example: {95x50 to 265x165}

When I say "slightly" that is about 1-3 pixel widths When I say "a little" that is about 4-6 pixel widths

Lets Begin

New Image  200x300
File/Save As: duck.pspimage
Foreground Color: #bc9143 
Background Color: #fbd060

2.

 Body

New Vector Layer: body

Ellipse Tool [Q]
Mode: Draw Ellipse
Show Nodes: Checked
Create On Vector: Checked
Line Style: +Solid
Width: 1.00
Anti-alias: Checked

Draw an Ellipse for his body
{40x20 to 150x205}

Objects/ Convert to Path
 

For those new to PSP 9 or PSPX this is the key to working with the new preset tools. Once you Convert to Path things work the same as other versions.

Pen Tool [V]
Mode: Edit

Layer Palette
Click the eye next to body to turn off the fill

Click on the top node
Tap the down arrow on the Key Pad 4 times

Click the left node
Tap the left arrow key 5 times

Click the right node
Tap the right arrow key 15 times

Add 5 nodes

Continue adding and moving nodes until you have the basic shape
 
Double click on any node to select them all
Right Click/ Node Type/ Cusp
I prefer working with all my nodes set to Cusp for my basic editing
Use the arrow keys and or node arm and handles to fine tune the adjustment
  
Selections/ Select None [Ctrl+D]

 Wing

New Vector Layer: wing

Ellipse Tool [Q]

Draw an Ellipse for his wing
{91x129to 121x185}

Image/ Free Rotate
Direction: Left
Free: 15.00
All layers: NOT checked
Rotate single layer around canvas center: NOT Checked
OK

Objects/ Convert to Path
Pen Tool [V]
Mode: Edit

Click on the left node
Tap the right arrow key on the Key Pad 2 times
Tap the top node
Tap the right arrow key 2 times
Tap the down arrow key 2 times

Click on the right node
Tap the right arrow key 15 times
Tap the down arrow key 16 times

You may need to zoom in to see the nodes better

Add two nodes next to the bottom node
 
Click on the middle node of the group
Tap the Up arrow 3 times
Right Click/ Node Type/ Cusp
Use the Control Handle and Control Arm to shape slightly

Add Two More Nodes

Click on the middle node of the group
Tap the Up arrow 3 times
Right Click/ Node Type/ Cusp
Use the Control Handle and Control Arm to shape slightly

Add two More nodes

Repeat the above steps

Double Click on any node
Right Click/ Node Type/ Cusp
Now do any final adjustments to the feather edges

Add two nodes near the top node

Click on the middle node
Tap the Del Key

Click Apply

 Body Details

New Vector Layer: body details

Background Style: Null

Pen Tool [V]
Mode: Draw Point to Point - Bezier Curves
Connect Segments: NOT Checked
Create On Vector: Checked
Show Nodes: Checked
Line Style: +Solid
Width: 1.00
Anti-alias: Checked

Place the cursor at {72x156} Click and hold the mouse button while you move the mouse down slightly [This only moves the Control Arm] 
Release the Mouse Button
Move the mouse to {107x196} Click and hold the mouse button while you rotate the Control Arm to curve the line

I only used the coordinates above to make it easier for me to explain what I was doing

Click Apply

Draw another curved line up near the top of his head and 2 small ones on his tail
Click Apply

Draw Three more lines on his wing
Click Apply

We are done with the body

Upper  Beak

Foreground Color: #d1904e
Background Color: #f3ac6a

New Vector Layer: beak

Ellipse Tool [Q]

Draw a small ellipse
{28x51 to 69x69}

Image/ Free Rotate [Ctrl+R]
Direction: Right
Free: 30.00
All layers: NOT checked
Rotate single layer around canvas center: NOT Checked
OK

Objects/ Convert to Path

Pen Tool [V]
Mode: Edit

Click on the bottom node
Tap the down arrow 5 times
Click on the top node
Tap the down arrow 4 times
Click on the left node
Tap the up arrow 2 times, tap the right arrow 3 times
Click on the right node
Tap the left arrow 3 times

Click Apply

Lower  Beak

New Vector Layer: lower beak

Draw a small ellipse
{26x65 to 64x80}

Direction: Right
Free: 20.00
All layers: NOT checked
Rotate single layer around canvas center: NOT Checked
OK

Objects/ Convert to Path

Mode: Edit

Click on the left node
Tap the up arrow 3 key times
Tap the right arrow key 5 times

Right Click/ Node Type/ Cusp
Pull the Control Arm inward slightly

Click on the right node
Right Click/ Node Type/ Cusp
Pull the Control Handle upward slightly

Layers/ Arrange/ Move Down

7.

 Nostril

New Vector Layer: nostril

Background Style: NULL
Click the arrow to swap the foreground and background colors

Ellipse Tool [Q]
Draw a tiny ellipse for his nostril
{52x64 to 56x66}

Click Apply

Swap the Colors Back
Background Style: Color

8.

 Left Foot

Active Layer: Raster 1

New Vector Layer: left foot

Ellipse Tool [Q]
Draw an ellipse for his left foot 
{46x220 to 103x252}

Objects/ Convert to Path

Pen Tool [V]
Mode: Edit

Click the bottom node
Tap the up arrow 1 time
Right Click/ Node Type/ Cusp
Pull the Control Arm to the left slightly
Pull the Control Handle up slightly

Click on the left node
Tap the left arrow key 2 times

Click the top node
Pull the Control Handle up and to the left slightly

I didn't change the node this time this causes the Control Arm to turn down while the Control handle turns up

Click the right node
Right Click/ Node Type/ Cusp
Pull the Control Arm up slightly
Add a new node on either side of the left node

Using the screen shot add one node on either side of the left node
Also add three nodes on the upper side of the right node

Click the click the center node

Tap the up arrow key 30 times
Pull the Control Arm out a little
Pull the Control Handle out a little

Click the top node

Tap the down arrow key 2 times
tap the right arrow key 2 times 
Right Click/ Node Type/ Cusp
Pull the Control Arm up and to the left a little

Click the lower node
Tap the up arrow key 2 times
Tap the right arrow key 2 times
Right Click/ Node Type/ Cusp
Pull the Control Arm down and to the left a little

Click Apply

Pick Tool [K]
Right Click/ Copy

 Right Foot

New Vector Layer: right foot
Right Click/ Paste New Vector Selection

Rotate single layer around canvas center: NOT Checked

Tap the down arrow Key 5 times
Tap the right arrow key 5 times

Pen Tool [V]

Click the node at the top of the leg

Tap the right arrow key 13 times
Adjust the Control Arm or Handle as needed

I decided hid right leg was too far back so I:

Pick Tool [K]
Click on the foot
Tap the left arrow key 5 times

Add an Eye
Foreground Style: Null
Back ground Color: #000000

Ellipse Tool [Q]
Draw a small ellipse for his eye
{67x52 to 75x67}

Image/ Free Rotate [Ctrl+R]
Direction: Right
Free: 40.00

Rotate single layer around canvas center: NOT Checked
