This tutorial was done with PSP9   
but could be done with version 8 or higher

All of my tutorials are written following the steps I used to make my graphic.   
It is my hope that you will take what I provide 
and do your own thing with it. 

YOU WILL NEED

Remember to SaveOften
STEPS - These are the steps I used.

1.

Lets Begin

New Image  400x400

File/Save As: card2.pspimage
Flood Fill with white

2.

 The Background

New Layer

Foreground Color: #ffa6b1
Background Color: #ffd3d8

Paint Brush

Brush Tip: +Square 25
Size: 3
Hardness: 50
Step: 200
Density: 50
Thickness: 100
Rotation: 0
Opacity: 100

Brush Variance
Color Blend: 100
Size: 5
Position Jitter: 250

Draw lines across the image until you have a pleasing image

Lower the layer Opacity to: 32
This will be the background of the card

3.

 Add a Border

New Layer
Change Foreground Color to: #f77b95

Flood fill the layer

Selections/ Select All [Ctrl+A]

Selections/ Modify/ Contract
Number of Pixels: 4
OK
Tap the Del Key

Selections/ Modify/ Contract
Number of Pixels: 40
OK

Flood Fill

Selections/ Modify/ Contract
Number of Pixels: 4
OK

Tap the Del Key

 Brush Frame

New Layer

Change
Foreground Color back to: #ffa6b1

Paint Brush
Brush Tip: +Square 25
Size: 25
Hardness: 50
Step: 100
Density: 100
Thickness: 1
Rotation: 0
Opacity: 100

Brush Variance
Color Blend: 100
Size: 0
Rotation: Repeating Fade In
Position Jitter: 0

Place the brush at 27x25
Click once
Hold down the Shift Key through the next steps
Move to 376x25
Click once
Move to 376x375
Click once
Move to 27x375
Click once
Move back to 27x25
Click once

5.

 Add A Tube

Open nonny-valentine2007-02.pspimage
Shift+D to duplicate the image
Close the original

Image/ Resize [Shift+S]
Width and Height: 50 Percent
Resample using: Checked - Bilinear
Lock Aspect Ratio: Checked
Resize all layers: Checked
OK

Edit/ Copy [Ctrl+C]

Back to the card [Ctrl+l]
Edit/ Paste/ Paste As New Layer

Image/ Resize [Shift+S]
Same settings Except
Resize all layers: NOT Checked

Move the cake where you want it
You can close the cake image now

 Now Some Text

New Layer

Foreground Color: #f77b95
Background Color: Null

Open AlphaSmoke.ttf

Text Tool
Create as: Vector
Font: AlphaSmoke
Size: 36
Stroke width: 1.0

Type in Happy and tap the Enter Key
Then type Birthday
OK

Objects/ Align/ Horiz. Center in Canvas

Move the words if needed
Layers/ Convert to Raster Layer

Change the Font Size to: 24
Sign your card

7.

 Drop Shadows and Cut Outs

Make the cake layer the active layer

Effects/ 3D Effects/ Drop Shadow
Offsets: 2
Opacity: 44
Blur: 10
Color: black
Shadow on new layer: Checked
OK

Make the solid frame the active layer
Selections/ Select All {Ctrl+A]
Selections /Float [Ctrl+F]
Selections/ Defloat [Ctrl+Shift+F]
Selections/ Invert [Ctrl+Shift+I]

Effects/ 3D Effects/ Cutout
Offsets: 2
Opacity: 45
Blur: 5.00
Shadow color: #5d0518
OK

Keep selected

New Layer
Effects/ 3D Effects/ Cutout
Same settings except change offsets to -2

Lower the opacity of the two cutout layers to: 50
Selections/ Select None [Ctrl+D]

Make the brush border the active layer
Effects/ 3D Effects/ Drop Shadow
Offsets: 2
Opacity: 44
Blur: 10
Color: #5d0518
Shadow on new layer: Checked
OK

Repeat changing the Offsets to -2
Lower the opacity of the two shadow layers to: 50

Make one of the text layers the active layer
Effects/ 3D Effects/ Drop Shadow
Offsets: 2
Opacity: 44
Blur: 10
Color: #5d0518
Shadow on new layer: Checked
OK

Repeat for the other text layer
Lower the opacity of the two shadow layers to: 50
