1. JM Kadlecek called the meeting to order at 11:50 AM.
2. No changes were made to the Agenda. Introductions were made around as appropriate.
3. The minutes of the SNMCC Board Meeting for June 16, 2004 were approved without changes. [Moved and seconded. The motion passed unanimously by voice vote.]
4. Projects
A. City Charter - (W Jenkins and P Banks).
· A draft letter to the Las Cruces City Council was submitted and explained by W Jenkins. The subject and purpose of the letter is the establishment of a Citizen’s Committee to conduct a review of the City Charter. It included two attachments; a draft City Council Resolution to establish a Citizen’s Review Committee charged to review the City Charter and submit recommendations to the City Council; and a draft Las Cruces City Charter Review Form to be used in this Review. The focus or reason behind the letter is to conduct a complete and through review of the City Charter.
A general discussion followed the motion concerning the Las Cruces City Charter. P Banks explained the efforts of SNMNCC during 2003. His comments included areas such as: The review being a subject of the Mayor’s debate; The need for 1300 citizen signatures for each change outside of a City Council change (the City Council can change the Charter without the need for petitions); and the interested citizens who attended last year’s meetings. A Avallone commented that some of last year’s SNMCC efforts have already been adopted by the Las Cruces City Council. |
