The Secretary of the Navy takes
pleasure in presenting the Navy Commendation Medal to Chief Electronics
Technician, W-4, David R. Hassall, United States Navy for service
as set forth in the following Citation: For meritorious service
as Electronics Material Officer in USS IWO JIMA (LPH-2) from
28 August 1975 to 2 October 1978. Chief Warrant Officer Hassall
consistently displayed exceptional leadership and managerial
ability in upgrading and sustaining the material condition and
operational reliability of his ship's electronic equipment. Improvements
in the Ship's Electronic Configuration Accountability System
were accomplished through his perseverance and by his implementation
of an innovative training program. Consequently, his subordinates
were highly motivated and produced the highest levels of performance
which resulted in USS IWO JIMA establishing an outstanding record
of multi-channel communications during a 1978 Marine/Navy Operational
Readiness Evaluation. During the period of his ship's overhaul,
Chief Warrant Officer Hassall worked diligently to ensure that
all electronics equipment received the highest quality maintenance.
In addition, he sought licensing of and single-handedly established
his ship's amateur radio station which greatly enhanced morale
during deployment. His diligent efforts and resourcefulness inspired
all who observed him and contributed directly to the accomplishment
of his ship's mission. By his exceptional professionalism, initiative,
and total dedication to duty, Chief Warrant Officer Hassall reflected
great credit upon himself and upheld the highest traditions of
the United States Naval Service.
