Congress v The Supreme Court by Raoul Berger.
Berger demonstrates that the Supreme Court should be reviewing legislation as passed and stopping unconstitutional legislation BEFORE it gets to the people. While there is no mention of this action in the constitution, recently found documents from the convention and ratification prove the issue.

There is a 4th edition but this was written 35 years after
Cooley's death and is thus debatable as a Cooley exposition.
The 4th edition is likely filled with 20th century
