DESCRIPTION OF ACTIONS OF STAFF SERGEANT

       During the past year, Staff Sergeant (SSgt) Williams performed duties as the Class V(W), Motor Transport, Embark, Unclassified Publications, Administration, Hazardous Materials, Safety, and Assistant Training SNCO for EOD Team MWSS – 271, MWSG -27, MCAS Cherry Point, North Carolina.

 

       Upon returning from Operation Iraqi Freedom One, and Combine Arms Exercise 03-04, and 04-04, SSgt Williams assumed responsibilities as the Assistant Training SNCO for MWSS – 271.  In this capacity, he assisted in the management of training records for 7 individual Marines, and ensured the continuous training and the completion of all annual individual training standards (ITS).  In addition to his duties as Assistant Training SNCO, SSgt Williams also assumed responsibilities as the Administration SNCO, creating user friendly filing systems and in addition stream lining the Personnel Action request process in accordance with MWSS -271 S-1 Administration work center.

 

       SSgt Williams supported MWSS -271 and MCAS Station EOD Team with several missions and operations.  Providing increase responsiveness to commanders, better support to the community, enhanced support to local law enforcement, and providing 24/7 support to the airfield and 18 local surrounding counties.  He also volunteered on his off duty time to support the local community of Havelock, during there National Night Out Celebration.  He assisted local agencies in logistics and planning of presentation displays.  SSgt Williams provided his technical expertise in the EOD field to over 5,000 individuals in attendance, along with a demonstration period of the RONS for over 6 consecutive hours SSgt Williams showed versatility in not only Training but all his commodities.

 

      SSgt Williams also handled many other responsibilities such as Presidential support, range sweeps, air show preparation and execution, and other short fused tasking.  Such as providing EOD support for United States Secret Service on two separate occasions, including this years 2005 Presidential Inauguration in Washington, DC.  Were he swept massive structures throughout President Bush’s order of movement, during inclement weather with temperatures as low as 15 degrees and 6 inches of snow. He also provided support for Vice President Dick Cheney at a Major League Baseball opening day game.  SSgt Williams along with just 3 other EOD teams swept crucial areas of movement throughout the stadium under strict time constraints.  Ensuring the safety of the VIP was not compromised

      

       As one of seven EOD Technicians with MWSS – 271, SSgt Williams responded to 18 local enforcement requests for assistance, recovering hazardous military ordnance items on and around the Cherry Point area.  Also since his return to Operation Iraqi Freedom Three for his second tour, he has neutralized four separate IED’s, recovered over 870 pieces of Unexploded Ordnance, recovered two KBR Contractor trucks in highly volatile environments, and destroyed over 25,000 pieces of ordnance to date.

 

       During this period, SSgt Williams performed numerous logistical requirements for the 2004 MCAS New River Air Show.  This included requisitioning, storage, preparation; supervision of over 30 personnel in shot setup, safety and organization of the event.  SSgt Williams knowledge and leadership allowed for over forty strategic demolition shots to be initiated to the second of passing aircraft.    

 

       SSgt Williams also participated in joint service range sweep operations at Fort Bragg, North Carolina for seven days, and The 2004 Chocolate Mountains range sweep in Yuma, Arizona for 17 days.  During this period SSgt Williams swept over 35,000 square feet of impact ranges including Sensitive Fuze impact areas.  SSgt Williams assisted in the destruction of a total of 25,000 pieces of Unexploded Ordnance.

 

       During Desert Talon 2004, pre deployment training for Operation Iraqi Freedom Part Three SSgt Williams spearheaded the implementation of Standard Operation Procedures for IED recognition and response for over 600 personnel. SSgt Williams directed, guided and instructed MWSS -271 personnel by giving 18 IED, and UXO briefs throughout this exercise.  He also helped the Quick Reaction Force to establish Standard Operation Procedures for Ambushes, and IED drills. 

 

       SSgt Williams completed the following formal schools, during this period: Breacher Course, Advance Access and Disablement, Resource Conservation and Recovery Act Course, and Confined Space Training.

 

       SSgt Williams plans to to pursue a Bachelor’s Degree in Criminal Justice, and he is currently enrolled in the 7100 series.  He has received a Navy and Marine Corps Achievement Medal with Combat V Device, Navy and Marine Corps Achievement Medal, Letter of Appreciation, Good Conduct Medal, and both the Global War On Terrorism Expeditionary and Service Medals during this period.

 

       In summary, SSgt Williams leadership by example, untiring devotion to duty, and commitment to mission accomplishment, have earned him and his unit special recognition on many different occasion throughout the year.  Accomplishing all of these actions with significant personnel shortages throughout the unit and an extremely high operational tempo.  SSgt Williams consistent, exemplary performance is unequivocally deserving of recognition as the EOD Technician of the year.
