U.S. Department of the Interior, Bureau of Land Management Outer OCS Region: Socioeconomic Impact Study of the Gulf of México IXTOC I Oil Spill.

Project Director and member of the Research Team for the Socioeconomic Impact Study of the Gulf of México IXTOC I Oil Spill and Development of an Input-Output Economic Forecasting Model. This project was funded by the Bureau of Land Management, U.S. Department of Interior to study the socioeconomic impacts of the blowout of the PEMEX IXTOC I Oil exploration platform in the Gulf of México Bahía de Campeche the world's largest and most expensive oil spill to-date. The research study encompassed nineteen affected Gulf of México counties in the state of Texas and the study of the direct and indirect socioeconomic impacts of the oil spill among the principal three major industries in the region: Tourism, Recreation, and Commercial Fishing.

As well as being a research team member, I was in charge of the pre-award proposal preparation to the Department of Interior, project budgeting, the selection a highly qualified team of Ph.D. experts in Economics, Recreation, Tourism, Mathematics and Statistics. In addition, I was in charge of supervision and provided guidance to the research team in the delineation of the study objectives, preparation of research instruments, data collection, data verification and final report preparation. I also participated in the preparation and delivery of progress briefings and the final report to U.S. Government officials to include BLM audit teams.

U.S. Department of the Interior, Bureau of Land Management Outer OCS Region: Socioeconomic Impact Study of the Burmah Agate Oil Spill.

Project Director and member of the Research Team for the Socioeconomic Impact Study of the Burmah Agate Oil Tanker Oil Spill. The BURMAH AGATE collided with the freighter MIMOSA southeast of the Galveston entrance in the Gulf of México. An estimated 2.6 million gallons of oil was released into the environment; the fire onboard consumed another 7.8 million gallons. This spill is currently #55 on the all-time list of largest oil spills.

U.S. Department of the Interior, Bureau of Land Management Outer OCS Region: Oil Spill Input-Output Model for Economic Analysis, Instructional Manual.

The research effort called for the development of a computerized Regional Input-Output Model consisting of a volume matrix containing an economic transaction table, a direct requirement table, and total requirements tables. These tables served as the basis for the voluminous computer iterations required to classify the direct and indirect socioeconomic impacts of the oil spill(s) upon a total of sixty-five economic sectors in the Texas Gulf Coast for a ten-year period following the oil spills. I was in charge of the pre-award proposal preparation to the Department of Interior, project budgeting, the selection of a highly qualified team of Ph.D. experts in Economics, Recreation, Tourism, Mathematics, Statistics and Computer Technologies. I was also in charge of supervision and provided guidance to the research team in the delineation of the study objectives, and final report preparation.

U.S. Department of Defense: Forward Area Alerting Radar [FAAR] Screening Training Effectiveness Analysis/Training Subsystems Effectiveness Analysis [ISTEA/TSEA].

Project Director and member of the Research Team. This project was funded by the Department of Defense, United States Army Air Defense School and was an Institutional Program Development project undertaken to review and evaluate the Air Defense School Programs of Instruction for the Military Occupational Specialties (MOS) 16J Defense Acquisition Radar (DAR) Crewmembers, and MOS 24MX7 Vulcan FAAR System, for the Vulcan/Chaparral Missile Battalions.

The study was designed to examine the soldier, maintainer, trainer, hardware system, and the training subsystem in the training environment of the Air Defense School, as well as in the Missile Acquisition Radar Battalions deployed to field units in eight military bases located in the Continental U.S., as well as four military bases deployed in the Republic of Germany. Integral research design objectives were to identify any training subsystem deficiencies that may be adversely affecting the design effectiveness of the Forward Area Alerting Radar; to develop educational soldier profiles, maintenance specialists, and training echelon in order to determine if the existing institutional programs and training subsystems were matched to the skill capabilities and educational foundations of the soldier, the maintenance personnel, and the training echelon. Ultimately, the study sought to identify potential solutions to any identifiable institutional program deficiencies at the Air Defense School and at the Battalion training levels, as well as in the FAAR radar hardware and software.

U.S. Agency for International Development/Banking Association C.A./Louisiana State University: Banking Seminars and Curriculum Development for Latin American Bankers.

Developed and delivered educational programs for the Latin American Bankers Executive Internship Educational Program which consisted of curriculum and courses prepared in the Spanish Language for Latin American Bankers from México, Guatemala, El Salvador, Nicaragua, Honduras, Costa Rica, Panamá, Colombia, Venezuela, Ecuador and Perú. My involvement in the educational program for this diverse population lasted for five consecutive years in which said programs of instruction were delivered in Tegucigalpa, Honduras during the summer months. Prepared the courses of instruction in Bank Marketing, Computerized Banking Management, Financial Information Systems, Capital Markets and Organizational Development Courses. Four hundred banking executives to include Chief Executive Officers, Bank Presidents, Bank Auditors and Comptrollers participated in the yearly in-country internship program. The educational program was sponsored by the Banking Association of Honduras, C.A., Louisiana State University, and the United States Agency for International Development.

U.S. Department of Commerce: Institutional Economic Development Project for the Establishment of Business Development Centers.

Project Director responsible for the design, pilot testing, staffing and implementation of an Institutional Economic Development Project consisting of the establishment of a Business Development Centers program funded by a two-year grant from the U.S. Department of Commerce. The program required the design and development of a generally encompassing institutional economic development program of Business Development Centers located in the largest 100 Standard Metropolitan Statistical Areas of the United States. The institutional development requirements included technical expertise in Federal/State Government Procurement, Commercial Procurement, Capital Financing, Management, Marketing, Accounting, Management Information Systems and Training Seminars. Under my direction the institutional design was implemented and tested in two pilot Business Development Centers in Texas and New Mexico and later established in the 100 SMSA’s throughout the country. I was directly responsible for the development of a Computerized Management Information System and Government Data Retrieval System for the institutional network of BDC’s which provided communications linkages and electronic access to over 800 canned software technical and business packages from major university research centers and private data processing corporations for distribution among all 100 SMSA Business Development Centers nationwide. Under my stewardship, the Pilot BDC’s had an economic impact of securing over $10 million in new bank financing and over $80 million in new government and commercial contracts annually to over 145 newly created affiliated entities.

U.S. Department of Commerce: Technology Transfer Educational Program.

Executive Forum is an innovative educational technology transfer program which I co-developed for the Department of Commerce in an effort to transfer technological Financial, Managerial, and Operational expertise from CEO's of the Fortune 500 Corporations to the general business community. The educational program was transferred through a quarterly technical publication in which editorial topics and contributors were carefully selected based on the CEO's levels of expertise and ability to communicate technical skills to the program participants. My technology transfer publication was utilized and quoted by the House of Representatives Committee on Government Operations in their Report to Congress on, "The Federal Response to the Impact of the Mexican Peso Devaluation on U.S. Border Businesses". Two hundred of the major Fortune 500 Corporations supported Executive Forum as well as major Japanese Corporations who participated in the educational technology transfer program.

U.S. Department of Energy: High-Technology Transfer and Commercialization Program.

Project Director in charge of an institutional economic development high technology transfer and commercialization program funded by the U.S. Department of Energy. The program involved the direct research and cataloging of declassified high technologies developed by the Department of Energy for internal uses, the economic feasibility of commercialization of such technologies, and the development of a 15,000 unit data base containing technology oriented enterprises that could successfully match and commercialize the DOE declassified technologies. The regional scope of the program included eleven southwestern states of California, Oregon, Washington, Arizona, Nevada, Utah, New Mexico, Colorado, Kansas, Texas and Oklahoma. The institutional economic development program also delivered educational training and match making seminars throughout the eleven state region to selected participants, as well as provided the required technical follow-up, legal assistance in patent and trademark transfer, and financing and marketing assistance to selected companies for the successful commercialization of the high technologies.

AMOCO Oil Latin America: Multinational Competitive Marketing Intelligence and Economic Research of PEMEX-México Downstream Retailing .

Performed a confidential comprehensive Economic Research and Competitive Marketing Intelligence Study of all PEMEX franchised Gasoline Service Stations operating in 34 selected market cities in México. Scope of he project included location, ownership, marketing strategies, sales region, and economic impact of actual monthly and annual sales of three types of gasoline products. A Multi-media educational program was designed for AMOCO Oil Latin America executives to disseminate the economic research data.

U.S. Agency for International Development Economic Aid Program To Colombia

Served in the Capacity of In-Country Program Manager for the USAID/Colombia Economic Aid Program. Duties include full P & L, Auditing, and Logistics responsibility for the administration of a $800 Million economic aid package to Colombia. Acted as U.S. Government representative before agencies of the Colombian government to review Colombian government economic aid solicitations, securing equipment from U.S. Government Excess property depots throughout the United States, purchasing new equipment and supplies from manufacturers, arranging for shipments to Colombian government agencies, conducting periodic utilization audits of equipment and supplies transferred to Colombian government agencies and preparing reports to U.S. Congress on economic aid program funding, utilization, and accomplishments. Major areas of economic aid administered included Food For Peace, Colombian Army and Police Electronic Equipment, Public Transportation Network Construction Equipment, Public Health, Rural Economic Development and Commercial Fisheries among others.

Other Economic Research and Business Development Projects in the U.S.-México and Border Areas.

PEMEX - México. Conducted Economic Research of the oil monopoly's Retail Marketing and Distribution System to include corporate policies relating to allocation of franchises; economic feasibility studies for regional and national distribution network; location of oil pipelines, storage terminals, pricing and distribution policies, and corporate management structure.

México Transportation Network Research. Developed economic research design and conducted comprehensive economic study of the private and public commercial transportation network in México. The research included mapping of the national highway and public roads network; cataloguing of public transportation system to include city and interstate mass transit bus systems, commercial interstate trucking system, and classification of major metropolis city cab vehicular stock and private use automobiles. The study also included data base generation on México's vehicular manufacturing capacity to meet the demands from internal consumption and the export market.

PETRO/MOBIL OIL Cross-Border Highway Network Truck Stops and Travel Plaza Development. Conducted Economic Feasibility Study of establishing Truck Stops/Travel Plazas from U.S.-México Border metropolitan areas to the Federal District of México along three major southern highway routes.

Grupo Industrial Zaragoza Establishment of Retail C-Store Chain.   Economic development project for the turn-key establishment of U.S. styled Retail C-Store chain of 42 stores located in Ciudad Juárez., México with a cost of $20 million dollars. Project included development of the C-Store model and product mix; demographics, employment, and competitive research of Ciudad Juárez to include real estate study and costing of C-store site location, development of income, capital returns, and growth financing strategies. Project included subsequent annual audits of C-Stores economic performance.

Grupo Industrial Zaragoza Establishment of Beer Distributorship. Economic research and development of Corona Beer distributorship in Ciudad Juárez, México. Economic Study included economic research of national beer markets, population beer consumption patterns, beer brand loyalty, market shares, selection of retail channels, pricing and profitability analysis to include annual audits of economic performance.

Ciudad Juárez, México Commercial and Residential Real Estate Market Economic Research. Conducted major economic study of Ciudad Juárez, México Commercial and Residential Real Estate Market to include development of economic research model, collection and classification of demographic , urban growth, employment, income, designation of industrial/residential urban zones classification parameters and data generation modules. Developed computerized economic and urban projections tables to classify data and develop future growth requirements.

Grupo Bermudez $450 Million Maquiladora Industrial Park Development. Charged with corporate development of a $450 million Maquiladora Industrial Park in Ciudad Juárez, México where 300 U.S. and foreign Maquiladoras generated 300,000 industrial jobs with an annual payroll of $740 Million. Duties included development of corporate growth and marketing strategies, promotional programs to attract U.S.-Japanese-European multinationals, establishment of Industrial Park International Transportation Logistics Programs, staffing and training of executive personnel to include Plant Managers, Industrial engineers, ISO 9000 Quality Control programs and Just-on-Time Inventory systems.

International Joint Venture Start Ups. Economic Feasibility Studies and Turn-Key start up of a $25 Million/Year U.S. Based food franchise chain; a $30 Million/Year Industrial, Commercial and Residential Brick manufacturing Plant; and a $12 Million/Year Contract Manufacturing shelter assembly plant among others.

Grupo Industrial Zaragoza , U.S. I-10 Golden West Travel Plaza Economic Research and Type I and Type II Environmental Compliance Study.

Conducted Economic Research of the U.S. Interstate 10 Golden West Travel Plaza to include audit of sales, marketing, financial performance and developed recommendations for remodeling and branding diesel and fuel sales with Shell Oil Company. Also carried out Type I and Type II Environmental compliance study to ascertain compliance with Environmental Protection Agency Standards for water and soil contamination.

International Management Systems Research. Conducted Ph.D. dissertation Research in the Transference of U.S. Managerial Technology to Mexico through the Maquiladora Program. Studied over 125 Maquiladoras in the U.S.-Mexico Border and their corporate management structure, management programs, manufacturing methods, assembly line product mix, capital transfers, Maquiladora cost and value added tax product pricing and U.S.-México Customs regulations. Developed training modules for Mexican Maquiladora assembly plant personnel in Management by Wire, Inventory Control, Computer Technologies, Assembly Plant Accounting and Finance.
