Drug and Alcohol Screening

It is the goal of the TorC/Sierra County DWI Program Screening /Tracking to provide state mandated alcohol screening (ADE) for all DWI offenders in the County, and to maintain this component as self funded by fees paid by the client.

Any DWI offender requiring a court ordered pre-sentencing report are screened and assessed by TorC/Sierra County DWI, using the ADE Needs Assessment.  The courts served include NM State Seventh District, Sierra County Magistrate Court, and City of Truth or Consequences Municipal Court.

Screening is accomplished by the Magistrate Court Compliance Officer, the Municipal Court Compliance officer and the DWI Coordinator.

Pre sentencing screening are accomplished utilizing the state mandated ADE NEEDS Survey and an in depth personal assessment interview, which the Municipal Court requires before adjudication. Magistrate court does a post sentencing screening. The District Courts, Magistrate Courts and Municipal Courts rely exclusively on these screens to provide reliable recommendations for treatment.

Reports are provided to the courts as required by individual cases.  The screening procedure is similar with the exception of the inclusion of a verified criminal history utilizing data contained in the NCIC system and appropriate probation and parole records.

Individuals that appear in court prior to sentencing with verified and court acceptable assessments are required to complete the ADE NEEDS Survey administered administratively by program staff.  This requirement assures that complete offender data is entered into the CTP.

The desired outcome is to provide any and all information available on DWI arrests and the current status of compliance of any and all clients to the Department of health, using data provided through the ADE Needs assessment Survey and client Tracking program.
