MAYOR’S REPORT

I would like to congratulate the Capitan Chamber of Commerce and other
organizations and individuals who helped with the 4th of July
Parade. It was a great success. The Fair Board put on a
great rodeo and fireworks display. I would also like to thank the
citizens for putting up with the lack of parking. It turned our
streets into parking lots during the performance times of the day and
night. There were very few temper flare-ups.
We know everyone is eagerly awaiting the Library Thrift Shop opening,
but we have run into another holdup as the Fire Marshall’s office has
some construction regulations that have to be addressed due to the
change of use of occupancy of the building. We are currently
addressing these problems.
The Smokey Bear Hometown Association and the Smokey Bear Historical
Park are currently working to put together the playground behind the
old fire station building. The total cost of the project is going
to be around $25,000. We are currently short of approximately
$8,000. The R. D. Hubbard and Joan Hubbard Foundation have
awarded a “challenge grant”. They will march $1 for $1 up to
$5,000. So if we can get donations to help with this, we should
have no problems in getting the rest of the money needed. I would
like to see the citizens of our Village be able to donate enough to
finish the project. This would run $40,000 to $60,000 if it was
contracted to a company to construct the equipment, but we will use a
professional construction company’s advice with volunteer labor to hold
the cost to the price quoted. The address for contributions

If you have been by the baseball field, you see mulch has been applied
to the ground. It has grass seed mixed in and we hope we will
soon see it turning green.
It looks as though we have a good chance to get a government grant to
drill another well. This will be in relief of the other two wells
we have. It will help to avoid a disaster situation if we lose
service on either well. We are currently working out the location
and right of way for it.
The loop line project is still in the design phase and should be ready
soon. We are hoping to begin construction in September or October.
We have been getting complaints on mosquitoes. We are treating
the wetlands and Magado Creek for larva. We are in the process of
getting a fogger that will spray an approved insecticide for adults.
We have had two requests for volunteer help. The Emergency
Response Teams need people willing to take schooling and would help in
our community. The State Park has lost an employee and need
people to work inside and outside. Any interested individuals may
contact David Cunningham at the State Park.
We have been notified that our Health Clinic will be closed temporarily
due to the loss of an employee service in the organization. We
hope it will be a short duration.
We have the Department of Motor Vehicles open again. The hours
are 7:00 AM to 3:00 PM, Monday thru Wednesday.
Ruth McAninch has been hired as temporary help at the Smokey Bear
