MAYOR’S REPORT
JULY 2006
The 4th of July is upon us again. My thoughts always return to
our “home grown cowboy” and the best horseman I have ever known…
Fletcher Hall; who our rodeo arena is named after. Fletch, as we
all know him, has been suffering some health problems lately. He
has had a pacemaker installed, so if the ranch hand rodeo has a 90 year
old category, don’t be surprised if you see him coming out of chute #2
on a “bronc”. We will continue to hope and pray for a complete
recovery for you Fletch.
We are seeking some of the drought aid from Congress that was
appropriated in the last week or two. We will start trying to get
money to find a new well field that won’t be tied to the Government
Springs flow on the Bonito. This will probably have to be to the
west of town. If this is possible, we will look at trying to get
money to pick up some of the outlying areas where people are out of
water and have poor quality wells. These grants will go to the
areas that have the most severe drought needs. Our area is a high
priority.
We received two grants for road and drainage improvements in various
areas so our two man road department is going to be busy for quite some
time.
We have transferred our clerk from the Smokey Bear Enterprises, Cherie
Holmes, to the Motor Vehicle Department. As soon as she completes the
training courses, we will have it open three (3) days a week. The
days open will be determined at a later date.
The Capitan Trustees approved the hiring of Harry Bailey as the new
city police officer for the Village at the special meeting held on the
26th of June. Harry is married and has three children.

The annual Drinking Water Quality Report will be available at City Hall
if any one is interested.
The water line for the ball field should be completed with grass
planting soon to follow. Maybe Mother Nature is going to give us
some help with some free water. The last few days’ rain has been
wonderful.
We hope everyone has a good time over the next week’s 4th of July
festivities: the rodeos, parade, the Fun Run, and the many activities
in our area. Have a safe and sober trip wherever you decide to
celebrate!
