I hope this finds you well. The election was survived with
no break in service, and we at Village Hall are busy doing the job you
sent us here to do.
I'm excited to announce the Village of Capitan has a new Chief of
Police, Chuck George. Judge Jack-Johnson swore in Chuck along with Kathryn
Griffin, your village clerk, at our last meeting.
Last week we received
$35,000 of legislative money for our
wetlands. Kathryn did a good job in obtaining that money. We've applied
for
$400,000 for a MAP project from the New Mexico State Highway
Department, to chip seal Main to Center to Long Roads. These roads connect
a state highway, necessary criteria for the funding. Since these roads
are heavily traveled bus routes, I hope the state sees it the same way
and loosen their grip on the money. We have also applied for Co-Op money
for 2003 in the amount of
$78,792.56 , with the village providing
25% in the form of labor and equipment. This project will be for Long and
Juniper Roads.
Chief George has applied for a LEPF funds in the amount of $
20,600
. Money that can only be used for equipment and training but giving our
general fund a breather.
Kathryn's vacation will be cut short as she attends the CDBG Workshops
from March 29 -30th. This workshop is mandatory to receive $400,000 for
wetlands improvements and $360,000 for storm drainage.
We will be starting our budget workshops in April and the public is
welcome. Planning board meeting is April 24, at 6:30 pm.

The Village will be accepting applications for Gas Board, Planning,
Lincoln County Solid Waste Board, and a Parks and Recreation board that
we are discussing. If you are interested in being involved and becoming
over worked and under paid with little or no thanks I would encourage
you to mail me a letter to Village Hall.
April 15, the Capitan Public Library will host an open house. I would
encourage everyone to try to attend. If you have not made a trip to the
library it would be well worth your time. The staff has done a wonderful
job on a limited budget.
