Minutes Capitan cemetery Board Meeting February 8, 2005

The meeting was called to order at 9:07 by Chair Roehrig with the following present, Larry Holt, Diane Riska, Ed Vinson, Netta Nolen, Village Rep., historian Lois Aldrich, and trustee George Tippin.
The minutes were approved as read on motion by Ed, second by Larry and carried on a show of hands, with the notation of two miss spell words. The treasure report showed a balance of $10,019.50. There were no plot sales, and no donations, approved on motion by George, second by Larry and carried on a show on hands. New Board member Ed Vinson was welcomed. Lois Aldrich, was appointed by Chair Roehrig, and approved by the Board as Cemetery historian.
There was a discussion relative to the residency clause and a suggestion that residency be stipulated as six months contentious residency in the Village. Various ways of verifying residency were discussed, such as rent recites, utility bills, and so on. When residency is in question the decision will be made by the Board. Challenges to the Boards decision may be appealed to the Village Trustees. There was discussion on how to include the six months residency. It was decided the best way to do so was to include it in the Cemetery Rules, which are approved by the Trustees.
Chair Roehrig reported he was named to an Ad-hock committee in Ruidoso to look at securing land for a cemetery in Ruidoso. Ruidoso owns some land, and are very near to move on establishing a new cemetery.
It was reported there are seven people who have not made payment on cemetery plots for several years, even though they have been send yearly reminders, the last reminder being 04-20- 04. On motion by Ed second by George a registered letter will be sent to each of them stating the amount owed, with instructions to either make full payment or arraignments for installment payments with in thirty days of the recite of the letter, or the Cemetery plot (s) will be forfeited, and there will be no refund of the amount paid to date. If the person wishes to make installment payments they will be asked to appear before the Cemetery board for approval. Carried on a show of hands. It was recognized by the Board that full payment may create a finical hard ship for some, and in some cases the plot in question is next to a relative.
There was discussion on places where there are above ground markers in section 2, which requires only ground level markers. It was decided a part of the March board meeting would be an on site inspection of section 2. The March meeting will be March 8, 9:A at the Village Hall, and then moving to the Cemetery, weather permitting. There being no further business the meeting was adjourned at 10:08 AM.
