RESOLUTION NO. 2004-03
SUPPORT FOR THE
JUVENILE JUSTICE CONTINUUM OF SERVICES AND SANCTIONS
GRANT APPLICATION
WHEREAS, the Federal Juvenile Justice
and Delinquency Prevention Act of 1974 makes funds available to the
state and
units of local and tribal government for programs that provide
community-based
services that limit the use of secure detention and
institutionalization; and
WHEREAS, the Juvenile Justice Advisory
Committee (JJAC) has condensed this into a model called the Juvenile
Continuum,
following the office of the Juvenile Justice Delinquency Prevention
(OJJDP), “Comprehensive Strategy”;
and
WHEREAS, the model requires a formal
collaboration among municipalities, counties, school districts, the
District
Court, District Attorney, Public Defender and the Juvenile
Probation/Parole
Office with required involvement from the private business sector and
other
community organizations; and
WHEREAS, working together, these
agencies operate a juvenile justice community-based continuum of
service
encompassing early intervention, arrest, referral, adjudication, and
completion
of probation; and
WHEREAS, the program provides sanctions
and opportunities and services for juveniles and their families,
emphasizing
responsibility, limiting the use of secure detention and
institutionalization,
and focusing on positive outcomes for the youth and family.
NOW THEREFORE BE IT RESOLVED
that the Village of Capitan is in full support of a
Lincoln County Community-Based Juvenile Continuum of Services and
Sanctions
Grant Application; and
BE IT FURTHER RESOLVED, that the Village of Capitan encourages increased cooperation of local agencies in all youth-related services and sanctions to ensure appropriate, effective and equitable services and sanctions.
