RESOLUTION 2004-08
WHEREAS, the Ruidoso Center of Eastern New Mexico University was established on July 1, 1991 as a contractual venture between the Ruidoso Municipal School District and Eastern New Mexico University; and,
WHEREAS, the ENMU

WHEREAS, the ENMU – Ruidoso Center now serves more than 1500 Lincoln County and Mescalero Apache Tribal residents each semester with a full range of comprehensive two year college services; and,
WHEREAS, the ENMU

WHEREAS, such transition from an Off – Campus Instruction Center (NMSA 1978 21-14A-1) to a Branch campus of Eastern New Mexico University (NMSA 1978 Chapter 21 Article 14 Branch Community Colleges) will enable the ENMU – Ruidoso Center to (1) be authorized to issue, upon the approval of the voters, General Obligation bonds for the purpose of financing capital projects; (2) create new courses, degrees and programs to meet the needs of area residents; (3) to receive full state funding from the New Mexico Legislature for its branch campus operations; (4) become eligible for federal higher education funding; and, (5) elect a College District Board charged with shared governance of the new Ruidoso Branch campus.
NOW, THEREFORE, BE IT RESOLVED AND CERTIFIED BY THE BOARD OF TRUSTEES OF CAPITAN on this 9TH day of March, 2004, that the Board does advocate for and strongly support the transfer of the Ruidoso Off – Campus Center to a new “Ruidoso Branch Community College” of Eastern New Mexico University by the NMCHE, the New Mexico Legislature and Governor.
