RESOLUTION NO. 2005-22
DESIGNATION OF THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS)
AS THE BASIS FOR ALL INCIDENT MANAGEMENT IN THE VILLAGE OF
CAPITAN.
WHEREAS,
the National Commission
on Terrorist Attacks upon the
WHEREAS,
a common Incident
Command System (ICS) is vital to the coordinated response to
emergencies and
critical incidents occurring within or directly affecting the
WHEREAS, it is imperative that the State provide the most comprehensive, efficient, and responsive protection to the citizens of Capitan under emergency or disaster conditions; and
WHEREAS, there is a need to ensure that all county and cooperating local government agencies have a common system for interoperability and compatibility consisting of a core set of concepts, common terminology, guiding principles, multi-agency coordination, unified command, and identification and management of resources; and
WHEREAS, Homeland Security Presidential Directive 5 (HSPD-5), directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for Federal, State, local, and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size or complexity; and
WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources will improve the Village of Capitan’s ability to utilize federal funding to enhance local government readiness, maintain first responder safety, and streamline incident management processes; and
WHEREAS,
the Incident Command System
(ICS) components of NIMS have been an integral part of incident
management
activities throughout the State, including the

NOW, THEREFORE, we the Capitan Board of Trustees does hereby recognize and adopt the National Incident Management System (NIMS) as the Village of Capitan standard command and control system during emergency operations. We further direct that all Village public safety departments, offices, and agencies shall integrate NIMS into all applicable emergency management and public safety response planning, training, and operations in accordance with State and Federal requirements.
