WHEREAS, the State of New Mexico received federal funding through the New Mexico State Highway and Transportation Department (SHTD) from the Federal Transit Administration (FTA) under 49 U.S.C. 5311 and 5317; and

WHEREAS, the State Highway and Transportation Department is authorized to administer this program and provide funding assistance for local transportation programs; and

WHEREAS, the City of Ruidoso Downs is interested in beginning new transportation services and providing additional services as needed by residents of Lincoln County; and

WHEREAS, the Village of Capitan supports this program and supports application for federal funding and is agreed to financially support this program with its fair share of the local matching funds.

THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE VILLAGE OF CAPITAN, NEW MEXICO that the filing of an application to the New Mexico Highway and Transportation Department for funding assistance for the implementation of a local supplemental public transportation program for Fiscal Year 2008-2009, is acknowledged.  The Mayor is hereby authorized to act as the representative of the Village of Capitan in the support of this program.
