MINUTES
SPECIAL MEETING
June 23, 2004
The Village of Capitan Board of Trustees held a special meeting on June
23, 2004 at the Village Hall. Mayor Sederwall called the meeting to
order at 6:30 pm. Trustees present were George Tippin, Bill Martin, Ed
Davis and Bobbi Shearer.
Chip Seal with Double Penetration Bid # 06-09-004: Motion by Trustee
Shearer seconded by Trustee Davis to accept the low bid of Armstrong
Construction Company, Inc. Roswell, NM. All in favor, motion carried.
Bulk Water System: Motion by Trustee Shearer seconded by Trustee Davis
to table the water system until after July 1. All in favor, motion
carried.
Road Easements and encroachments: Johnathon LaMay discussed that doing
the Coop and Map projects he is find landowners encroaching onto road
right ways. Motion by Trustee Shearer seconded by Trustee Tippin to
have the Village Attorney draft a letter to offer to work with the
residence that are encroaching and look at giving 30 days to contact
the Village. All in favor, motion carried.
ICIP 2005: Motion by Trustee Tippin seconded by Trustee Shearer to
accept the ICIP for 2005 as amended. All in favor, motion carried.
Work Boots for employee: Motion by Trustee Martin seconded by Trustee
Shearer to table and work on amending the ordinance to come into
compliance with the audit. All in favor, motion carried.
Police Issues: Motion by Trustee Martin seconded by Trustee Davis to
set a special meeting for July 7th at 6:30 pm, to give Chief George
time for his presentation. All in favor, motion carried.
Executive Session Section 10-15-1(H) 7: The Trustees could not go into
Executive Session due that the Village Attorney was not present.
Motion by Trustee Tippin seconded by Trustee Davis to adjourn the
meeting at 7:30 pm. All in favor, motion carried.
