Regular Meeting
October 9, 2007

The Village of Capitan Board of Trustees met in regular session on Tuesday, October 9, 2007 at the Village Hall in Capitan, NM at 6:30 PM.

Mayor Hammons asked for a moment of silence and led the assembly in the pledge of allegiance.

Mayor Hammons called the meeting to order at 6:30 PM.

Mayor Hammons asked Village Clerk, Kay Strickland, for a roll call of the members present.  Mayor Hammons-here, Trustee Payne-here, Trustee Davis-here, Trustee Wood-here, Trustee Riska-here.  Police Chief Randy Spear, Deputy Clerk Shirley Pavlovic, and Kay Strickland attended the meeting.  A list of others in attendance is attached.

Item #1 on the Agenda:  Approval of the Agenda
Trustee Davis moved to approve the agenda.  Trustee Payne seconded the motion, and all were in favor.

Item #2 on the Agenda:  Public Input
There was not any participation for public input.

Item #3 on the Agenda:  Consent Agenda
    Approval of the Minutes – Regular Meeting - September 11, 2007
                                           Special Meeting – September 17, 2007
                                           Special Meeting – September 24, 2007
    Approval of the Accounts Payable
Trustee Payne made the motion to approve the minutes of September 11th, 17th, 24th and the accounts payable.  Trustee Davis seconded the motion.  Roll Call:  Trustee Payne-yes, Trustee Davis-yes, Trustee Wood-yes, Trustee Riska-yes.

Item #4 on the Agenda:  Community Foundation of Lincoln County – Mary Brothers
Mary Brothers gave a presentation on the Community Foundation of Lincoln County.  She said she wanted the community to know what the purpose of the organization is.  The Foundation’s mission is to support, promote and encourage charitable giving in order to improve the quality of life within the communities.

Item #5 on the Agenda:  Slick Paper Recycling – George Tippin
George Tippin wanted to “talk trash” concerning the importance of recycling.  He informed the group that another bin will be placed next to the existing ones at the Capitan  Senior Citizens to recycle “slick paper” such as magazines and catalogs.  He stated that November is recycling month.

Item #6 on the Agenda:  Proclaim November as Village of Capitan Recycles Month
Mayor Hammons proclaimed November 2007 as the Village of Capitan Recycles Month.

ADJOURNMENT
Trustee Payne made the motion to adjourn at 6:49 PM.  Trustee Davis seconded the motion, and all were in favor.
