MINUTES
SPECIAL MEETING
Monday, September 27, 2004
The Village of Capitan Board of Trustees held a special meeting on
September 27, 2004 at the Village Hall Building. Mayor Steve Sederwall
called the meeting to order at 6:00 pm. Trustees present were George
Tippin, Bill Martin, Ed Davis and Bobbi Shearer.
Joint Powers Agreement: Dr Miller gave a presentation on the agreement.
The following items were discussed: Term of the agreement item #4 on
the share of the utilities; Item #5 for the Fiscal Agent being the
School District; Item #9 Termination of the agreement. Trustee Martin
seconded by Trustee Davis to bring back the final Joint Powers
Agreement for the October 12, 2004 meeting. All in favor, motion
carried.
Ordinance Procedures: Trustee Shearer stated that the Village of
Ruidoso is looking into the possibility of having the University of New
Mexico Law Students work on their ordinances and ask if the Village of
Capitan would be interested in the same opportunity. Trustee Shearer
will follow up on this opportunity and bring a proposal back to the
council.
Priorities of Village Government: Trustee Martin presented a list of
concerns for the Village Priorities are as followed:
1 . Revenue Streams
2. Budget/status & progress
3. Police staffing/accountability
4. Water infrastructure
5. Personnel policies & procedures
6. Zoning ordinance
7. Annexation policy
8. Address audit findings
9. Water ordinance and 40 year water plan
10. Regional water planning/conservation
Trustee Martin asked that further discussion on the Village Priorities
be on the next regular meeting.
Executive Session: Trustee Shearer seconded by Trustee Martin to go
into Executive Session for Personnel Matters section 10-15 1 (H) 2 at
6:50 pm. Roll Call: Trustee Tippin yes; Trustee Martin yes; Trustee
Davis yes, Trustee Shearer yes.
Regular Session: Trustee Shearer seconded by Trustee Martin to go into
regular session at 7:50 pm.
Trustee Shearer attested that only Personnel Matters were addressed in
the Executive Session,
Trustee Tippin seconded by Trustee Martin to adjourn at 7:55 pm. All in
favor, motion carried.
