MINUTES OF THE CAPITAN PLANNING COMMISSION MEETING - MARCH 27,2002
Meeting was called to order at 6:33 p.m. by Vice Chairman Walt Jones with
the following members present: Van Shamblin, Debra Ingle and Otto Ernst.
Absent: Chairman Greg Haussler (medical). Member George Tippin was in the
audience. Also present was Village Clerk Kathryn Griffin. Guests present
were Phyllis Taylor and Phil Brown of Sites Southwest, Angie Provine, Jack
Johnson, Edith Malcolm, Donna Crandall, Pat Huey, Lynn Lovelace of Smokey
Bear Historical Park), Mary Brothers, Pat Case, Virginia Watson Jones, Virgil
Hall, Jr, Peter Renick and Esther Flanigan who arrived late.
Approval of Agenda: Motion by Debra, seconded by Otto, Motion carried.
Minutes: On a motion by Debra, seconded by Otto, the Minutes of the February
26, 2002 meeting were approved.
Request for Hardship WaterTap: Virgil Hall, Jr. had filed an application
with supporting documents to move a mobile onto his 90 year old father's
four acre property in order to be nearby to care for him. This was not a
request for a second or separate water tap; Virgil, Jr. wants to tie in to
the existing tap. Motion by Debra, seconded by Van, to recommend approval
of the request to the Village council. Motion carried.
Sites Southwest: Phyllis Taylor and Phil Brown gave a "power point" presentation
of how the Village "could"look at some point in the future with appropriate
planning and landscaping, especially at the intersection of Hwys 380, 48
and 246. Sites Southwest are working on a Comprehensive Plan for the Village
and have a draft plan which they presented to the group. Also have a copy
of a draft "Goals and Objectives" based on the November 2001 public meeting
held at the school. After several comments from the audience, Phyllis said
the next step would be to look for potential funding for this project.
Other Business: Resignation from Commission: Vice Chairman Walt read a letter
of resignation from George Tippin who is now a Trustee for the Village and
felt this action to be in the best interest of all concerned. With regret,
the Commission accepted George's resignation and will forward same to the
Council for action. George has done a lot of work in the past which has been
of benefit to both the Commission and the Village. Thanks, George!
