Let's Adopt Mexico's immigration laws!
Mexico strictly enforces its laws dealing with foreign nationals, while encouraging its citizens to break American law. The Mexican constitution specifically deals with the (lack of) "rights" of foreigners.
Article 11 guarantees federal protection against "...undesirable aliens resident in the country." Private Mexican citizens are authorized to make citizen's arrests of illegal aliens.
Article 27: "Only Mexicans by birth or naturalization and Mexican companies have the right to acquire ownership of lands, waters, and their appurtenances, or to obtain concessions for the exploitation of mines or of waters."
Article 32: "Mexicans shall have priority over foreigners under equality of circumstances for all classes of concessions and for all employment, positions, or commissions of the Government in which the status of citizenship is not indispensable."
Mexicans get priority over all foreigners in employment, and those who are not born in Mexico cannot be employed at all in certain "indispensable" positions, such as military officers, ship and airline crew, chiefs of seaports and airports, congressman or senator, cabinet members, Supreme Court justices, or clergy.

This defense mechanism is known as Reaction Formation. "Reaction formation occurs when a person's mind turns an unacceptable feeling or desire into its complete opposite. For example, a child who is jealous of a sibling may exhibit excessive love and devotion for the hated brother or sister."
Ever notice how most environmentalists live in the Big City, but when they venture into the boondocks, resent seeing "rural hicks" and their animals, such as cows, living on the land, surrounded by the Nature they claim to love? Likewise, when an animal rights group "liberates" animals such as mink, they end up being responsible for the deaths of hundreds of the "liberated" animals. Could it be that these people do NOT really love the great outdoors or animals, but are exhibiting classic symptoms of psychological defense mechanisms?
These folks seem to hate and resent people who actually love and nurture land and animals. They live in the city, but tell themselves how much they love Nature. They actually hate and fear nature, and would never consider actually living off the land and roughing it. They are afraid of losing their comfortable homes and way of life, so they compensate by pretending to love nature, and hating those who have the courage to make a living from it.

How have the courts "interpreted" this to mean just the opposite... that preferences can be given to certain "protected" groups based on race, color, sex, etc.; when the Act specifically states in Title VII "Nothing contained in this title shall be interpreted... to grant preferential treatment to any individual or to any group..." ?!
